• Engaging Children and Youth, via K-12 School Curricula, to Build a Culture of Disaster Preparedness

  From the Thesis Abstract: "Despite the impacts of natural disasters increasing across the United States, a significant percentage of Americans remain unprepared for disasters. Children and youth are disproportionally impacted by these events, but they also have the potential to be major assets in disaster preparedness. This thesis analyzes how to engage children and youth to facilitate behavioral change and build a culture of disaster preparedness. A comparative analysis of primary and secondary school curricula for disaster preparedness content, including case studies from the United States, France, and New Zealand, establishes a set of evaluation criteria, including curriculum scope; engaged learning; parental, school, and community involvement; and effective evaluation. This thesis finds that the United States could improve and expand existing curricula, such as the Federal Emergency Management Agency's Student Tools for Emergency Planning program, and work to integrate disaster preparedness curricula into existing school safety and mandatory public health curriculum requirements. By reaching children and youth with disaster preparedness information, the United States can work to shift values and social norms around the topic, similar to past successes seen with such issues as anti-smoking and seatbelt enforcement." Even before 9/11, the Coast Guard had its hands full with its 11 statutory missions like marine safety, ice breaking, search and rescue, and aids to navigation. But since September 11, we have loaded up the Coast Guard with additional responsibility and asked them specifically to focus resources on port and maritime security. This committee has jurisdiction of the Coast Guard as it relates to port and maritime security and today we will conduct our oversight on how the Coast Guard has been additionally missioned and if they have been adequately and appropriately funded and resourced. In fact, the number of hours spent on ports, waterways, and coastal security has increased by more than 900 percent since 9/11. From the Document: "S. 343 would repeal several laws enacted between 1862 and 1913 that stipulated situations in which the federal government could withhold funding from Indian tribes or tribal members. Such situations include, among others, a tribe being in open conflict with the United States, a Native American being under the influence of intoxicating liquors, and a tribe not having school-aged members attend school. The laws that would be repealed by S. 343 do not affect the current processes for providing funds to Indian tribes; therefore CBO estimates that implementing S. 343 would have no effect on the federal budget. Enacting S. 343 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting the legislation would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. Assuming that the necessary amounts (including annual adjustments for anticipated inflation) are appropriated for fiscal years 2006 through 2009, CBO estimates that implementing S. 265 would cost $47 million over the 2006-2010 period. The bill would authorize the advisory board to establish a memorial to victims of terrorism on federal property in the District of Columbia. For this purpose, the board would be authorized to accept donations on behalf of the United States. The costs of implementing H.R. 2982 would depend greatly on the design of the memorial, which has not yet been determined. The costs of establishing other memorial projects in the District have varied significantly. For example, the National Law Enforcement Officers Memorial (built in 1989) cost around $4 million, while the costs of the Vietnam Veterans Memorial (built in 1984) and the Korean War Veterans Memorial (built in 1995) were around $7.5 million and $12 million, respectively. Depending on the scale of the proposed project, CBO [Congressional Budget Office] estimates design and construction costs would probably be between $5 million and $15 million over several years, assuming appropriation of the necessary amounts. This estimate is based on information provided by the National Park Service, private foundations, and the costs of other memorials on federal grounds. The cost of establishing the memorial could be offset by donations from private sources, but there is no basis for estimating such future revenues. Because the bill could affect federal revenues, pay-as-you-go-procedures would apply. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments."

This new federal agency would redevelop areas in Louisiana distressed by either Hurricane Katrina or Hurricane Rita by acquiring real estate, improving the property, and selling it to developers. The Louisiana Recovery Corporation would be authorized to operate for 10 years. The corporation would be authorized to encourage people to return to areas of Louisiana that were devastated by those storms by providing grants of land and money as part of an urban homesteading program. For all of these activities, the legislation would allow the corporation to spend up to $30 billion. Any amounts received by the Louisiana Recovery Corporation from the sale of property it acquires would also be available to the corporation for redevelopment efforts. In addition, several provisions of the bill would allow MARAD to spend, without further appropriation action, certain collections from regulatory fees and legal damages.
