• Unlucky SHAMROCK: Recollections from the Church Committee's Investigation of NSA

  "In January 1975, I was offered a position as counsel on the staff of the Church Committee. I was 30, and Senator Sam Ervin, for whom I had worked since 1971, had retired and returned to North Carolina. While I had participated in Senator Ervin's inquiry into the domestic activities of Army intelligence elements during the Vietnam era, the foreign intelligence apparatus of the United States, which I now confronted, was, quite literally, foreign to me, as it was too many of those joining the Church Committee staff. To make matters worse, I was given the task (along with a staff colleague, Peter Fenn) of trying to crack what was perceived to be the most secretive of US intelligence agencies, the National Security Agency (NSA). Unlike the CIA and FBI, which were the agencies principally in the Committee's sights--thanks to a number of sensational press accounts--there had been no press expos©s about NSA. Our supervisor, in fact, seemed to take particular delight in pitting Pete and me against this mysterious Goliath. 'They call it "No Such Agency,"' he said. 'Let's see what you boys can find out about it.' It was the first time I had heard the agency referred to this way, and it was not long before I understood why. What ensued was something of an odyssey that lasted over the better part of a year. It began with a series of fruitless, sometimes comical, efforts to penetrate NSA's defenses. ('They must have done something,' our boss wailed.) Then, an unexpected breakthrough caused us to redirect our inquiry along two separate, but ultimately converging, lines; Peter took the lead on one inquiry, and I took the other lead. Over a period of months, a story emerged that previously had not seen the light of day--a story that had long-term implications for NSA and for the relationship of the Intelligence Community to the private sector. Our work also provided the context for a rare Congressional challenge to the President's authority in the national security area. I decided to write about this episode primarily to preserve it for the historical record. While much of the story was disclosed over the course of the Church Committee's inquiry, there were aspects that never became public. Given the way the Committee operated, no one other than the staffers doing the work knew the whole story."

• 2013 Long-Term Budget Outlook

  From the Summary: "Between 2009 and 2012, the federal government recorded the largest budget deficits relative to the size of the economy since 1946, causing federal debt to soar. Federal debt held by the public is now about 73 percent of the economy's annual output, or gross domestic product (GDP). That percentage is higher than at any point in U.S. history except a brief period around World War II, and it is twice the percentage at the end of 2007. If current laws generally remained in place, federal debt held by the public would decline slightly relative to GDP over the next several years, the Congressional Budget Office (CBO) projects. After that, however, growing deficits would ultimately push debt back above its current high level. CBO projects that federal debt held by the public would reach 100 percent of GDP in 2038, 25 years from now, even without accounting for the harmful effects that growing debt would have on the economy (see Summary Figure 1). Moreover, debt would be on an upward path relative to the size of the economy, a trend that could not be sustained indefinitely. The economy's gradual recovery from the 2007--2009 recession, the waning budgetary effects of policies enacted in response to the weak economy, and other changes to tax and spending policies have caused the deficit to shrink this year to its smallest size since 2008: roughly 4 percent of GDP, compared with a peak of almost 10 percent in 2009."

  From the Webpage: "The coronavirus disease 2019 (COVID-19) pandemic upended the global economy, resulting in large losses of gross domestic product worldwide. But by the time the pandemic was well into its second year, an unexpected pattern had emerged. The world's worst pandemic in a century accelerated previous trends but had not changed much about the international economic order. China was the only major economy to show positive economic growth in 2020 relative to 2019 but reversed necessary domestic reforms to do so. The United States was the best-performing advanced Western economy in 2020 but greatly increased its federal debt. Europe and U.S. treaty allies performed less well. Prepandemic trends persisted: China's share of the global economy was growing, that of the United States was holding steady, and that of U.S. allies was declining. In this report, the author reviews the economic track record of the United States; major U.S. competitors China and Russia; and U.S. allies and partners, including the European Union, the United Kingdom, Japan, Australia, and India, to discern how the dramatic economic changes induced by the pandemic could affect geopolitical competition and the future security environment. The author also discusses 'vaccine diplomacy,' the effort to distribute vaccines to developing countries, which is exemplary of how the pandemic has affected global competition. The report draws on official data releases, reports by international organizations, and media reports and uses data released through August 31, 2021.   From the Document: "The Congress has traditionally placed a limit on the total amount of debt that the Department of the Treasury can issue to the public and to other federal agencies. Lawmakers have enacted numerous increases to the debt limit--commonly known as the debt ceiling--some of which have been temporary but many of which have been permanent. The Treasury's borrowing has been at the current limit since May, although it has employed a well-established toolbox of so-called extraordinary measures that allow it to borrow additional funds without breaching the debt ceiling. On September 25, 2013, the Treasury estimated that its ability to borrow under those extraordinary measures will be exhausted no later than October 17, leaving a cash balance of approximately $30 billion. The Congressional Budget Office (CBO) currently projects that the Treasury will exhaust all of the borrowing authority created by those measures, as well as its cash balance, between October 22 and the end of the month. (It is possible, however, that the date could fall outside of that range.) Those dates are sooner than CBO estimated earlier this month, for two reasons: Forthcoming investments in Government Account Series (GAS) securities are expected to be greater than previously anticipated because a transfer of general funds to the Highway Trust Fund is scheduled to occur in October this year (rather than in November, as occurred last year) and because deposits in the Military Retirement Fund and the Medicare-Eligible Retiree Health Care Fund are now expected to be larger than they were last year; also, receipts of corporate income taxes during the past several days fell short of CBO's expectations."

Such EBGs [evidence-based guidelines] would be flexible and generic enough to allow state and local guidelines to take into account local population needs and available resources. While the evidence base for prehospital care is growing, there is considerable variation in the treatment interventions and response approaches used as well as timely implementation of new knowledge among EMS systems. Furthermore, there is frequently a lack of evidence on the impact of current practices on patient outcomes. Careful analysis of the available evidence can identify those interventions that have been proven to be effective and are optimal for application. EBGs are an important element in improving the quality of prehospital care, as they promote a consistent approach by prehospital providers for a given clinical scenario, and thus facilitate creation of standard for measures to evaluate the quality of prehospital emergency care."

  From the Document: "After the end of a session of Congress, the Congressional Budget Office (CBO) is required by law to issue a report that provides estimates of the caps on discretionary budget authority in effect for each fiscal year through 2021. CBO is also required to report whether, according to its estimates, enacted legislation has exceeded those caps; if the caps were exceeded, a sequestration (a cancellation of budgetary resources) would be required. In CBO's estimation, such a sequestration will not be required for 2014. However, the Administration's Office of Management and Budget (OMB) has sole authority to determine whether such a sequestration is required and, if so, exactly how the proportional cuts are to be made. Those determinations are based on OMB's own estimates of federal spending."

  On March 11, 2014, Douglas W. Elmendorf, director of the Congressional Budget Office (CBO), appeared before the Senate Subcommittee on the Legislative Branch of the Committee on Appropriations, to present the CBO's 2015 Appropriation Request. From the testimony of Mr. Elmendorf: "CBO requests appropriations of $46.1 million for fiscal year 2015. That amount represents an increase of roughly $400,000, or less than 1 percent, from the $45.7 million provided to CBO for 2014. The requested funding would enable CBO to achieve and maintain staffing of 235 full-time-equivalent positions (FTEs), which is the level contemplated in the 2014 appropriation and in line with the FTEs funded between 2004 and 2008. After the budget constraints of recent years, CBO's staffing dropped from a peak of 250 FTEs in fiscal year 2010 to about 220 FTEs now, and the agency is currently engaged in an intensive effort to use the increased funding to bolster its staff so that it can better serve the Congress. Of the requested funding for 2015, 91 percent would support pay and benefits, 6 percent would be for information technology (IT), and 3 percent would go toward purchases of data, training, office supplies, and other items."

  This is the Congressional Budget Office (CBO) Cost Estimate of H.R. 3590, SHARE [Sportsmen's Heritage And Recreational Enhancement] Act of 2013, as introduced on November 21, 2013. From the Document: "H.R. 3590 would establish or amend certain laws related to the use of firearms and other recreational activities on federal lands. The bill also would authorize the U.S. Fish and Wildlife Service (USFWS) to permanently allow any state to provide hunting and conservation stamps for migratory birds (referred to as federal duck stamps). In addition, the bill would require the Secretaries of the Interior and Agriculture to charge an annual permit fee for small crews that conduct commercial filming activities on certain federal lands. Finally, the bill would require the Secretary of the Interior to issue permits to certain hunters seeking to import polar bear remains from Canada. Based on information provided by the affected agencies, CBO estimates that implementing H.R. 3590 would have no significant net impact on the federal budget. Enacting the legislation would affect direct spending and revenues; therefore, pay-as-you-go procedures apply. However, CBO estimates that the net budgetary effects would not be significant in any year."
