Coastal Flooding in Escambia County, Florida from Hurricane Ivan
This map provided by HAZUS-MH (Hazards U.S. - Multi Hazard), illustrates coastal flooding in Escambia County, Florida from Hurricane Ivan, indicating a coastal flood depth grid, estimated total general building stock damage, and transportation fatalities. It also describes the potential uses of HAZUS-MH on pre-disaster preparation: Identification of the extent of inland flooding from the storm using predictive SWEL developed by the SLOSH models, identification and ranking of census blocks that are likely to be damaged in the predicted hurricane event, identification of staging areas for pre-position of response personnel, supplies and other resources, and identification of areas that may experience heavy damage to bridges and general building stock, conditions that could increase shelter requirements and the demand for disaster assistance. It also describes post-disaster uses including: Identification of bridges that should be inspected, identification of streets that may be impassable, identification of damaged areas in the study region that have a high probability of generating shelter needs and requirements for debris removal, and identification of areas that can be targeted for mitigation programs, including the Hazard Mitigation Grant Program (HMGP).

This map provided by HAZUS-MH (Hazards U.S. - Multi Hazard), illustrates the distribution of steel and concrete debris in Alabama and Florida from Hurricane Ivan. It also describes how HAZUS-MH can be used in pre-disaster preparation: Use of debris estimates (all categories) from scenario events as input for debris management plans, identification of areas with high potential concentrations of concrete and steel debris, and incorporation of this analysis into debris clearance and removal strategies. It also describes post-disaster uses including: Estimates of concrete and steel debris to identify impacted areas that may have urban search and rescue requirements, use of analysis for debris response, including prioritization of deployment of debris clearance strike teams, and use of analysis for scaling mission requirements for under Emergency Support Function (ESF) #3 under the National Response Plan, and for estimating resource requirements for Public Assistance.

Fire Corps [website]
Founded in 2002 through the establishment of USA Freedom Corps and as a partner of Citizen Corps, the Fire Corps is designed to allow fire departments to work with citizens and citizen groups to more effectively prepare for natural disasters and emergencies. While Fire Corps is designed so that civilians can work with fire departments in a 'non-operational' context to allow the fire department to better serve its community. Citizens that volunteer with Fire Corps can work with their local fire department in a variety of activities including: data entry, public relations, fund raising, administrative tasks, and generally any task that does not directly involve fighting fires.

Problem with Fourth-Generation War
"For theorists of Fourth Generation War (4GW), there's both good news and bad news. The good news is that there is only one problem with the notion of 4GW. The bad news is that the theory itself is the problem. Like the fabled emperor who had no clothes, 4GW is bereft of any intellectual garments: the concept itself is fundamentally and hopelessly flawed. It is based on poor history and only obscures what other theorists and analysts have already clarified. Although the idea of 4GW emerged in the late 1980s, it has gained considerable popularity of late, particularly as a result of recent twists in the war in Iraq. It is worth a moment, therefore, to consider the theory's basic premises."

Polymer Materials for Structural Retrofit
"One of the greatest threats from a terrorist bomb attack comes from fragmentation " pieces of walls, windows, fixtures, and equipment flying at high speeds can result in extensive injury and death. A key tactic to defeating this threat is to ensure the exterior wall of a building can survive the bomb blast without breaking apart and contributing to the fragment problem. To address this need, the Air Force Research Laboratory at Tyndall Air Force Base, Florida began a series of tests to investigate the use of an elastomeric polymer coating to prevent fragmentation from lightweight structural elements such as concrete block walls and temporary lightweight buildings. The elastomer material is a highly ductile polymer that can be sprayed onto building surfaces. Recent tests indicate the coating applied to the interior surfaces of a lightweight portable building can offer protection for occupants against an explosive charge at a relatively close distance. The polymer bonds to the wall forming a tough elastic skin. Although structural failure of the supporting walls does occur, the elastomer material remains intact and contains the debris. During full-scale explosive tests, the retrofitted building experienced significant deflections but no wall fragments were observed entering the room. Post-test observations indicate the ductile response of the polymer membrane can effectively contain the splintered wall components and can prevent serious injury to persons inside a room. The polymer retrofit technique can reduce the standoffs required to limit damage and casualties by approximately 50%, and is an effective tool in providing military commanders in the filed with and expedient method to protect deployed forces from terrorist and enemy bomb attacks."

"The National Interagency Incident Management System (NIIMS), adopted by several federal, state, and local agencies in 1982, served as the basis for today's National Incident Management System (NIMS). Many similarities exist between the NIIMS and the NIMS; however, there are new, additional components of NIMS. NIIMS was designed to meet the challenges of wildland fire.
