Safeguards applied to ADP Systems include all hardware/software functions, characteristics, and features; operational procedures, accountability procedures, and access controls at the central computer facility and remote computer and terminal facilities; and the management constraints and physical structures and devices needed to provide an acceptable level of protection for classified material (data or information) contained in the computer system. The objective of this manual is to provide guidelines and establish techniques and procedures which can be used to: (1). Implement secure resource-sharing ADP Systems; (2). Develop, acquire, and establish methodologies, techniques, standards, and procedures for the design, analysis, testing, evaluation, and approval of the security features for resource-sharing ADP Systems: (3).   "In any natural disaster of magnitude, the National Oceanic and Atmospheric Administration (NOAA), which includes the National Weather Service, mounts an immediate investigation to ascertain in what manner its grave responsibilities to the public were discharged and in what particulars improvements should be made or developments initiated. Tropical Storm Agnes was a natural calamity of such extent that any system, designed primarily for day-to-day operations but with a readiness for ordinary emergencies, would have been strained to the utmost. Because of the magnitude of the disaster, and questions raised about the role of predictions and warning in such an exceptional event, Dr. Robert M. White, Administrator of NOAA, requested the National Advisory Committee on Oceans and Atmosphere (NACOA) to make an independent evaluation of the weather and flood forecasting-warning-dissemination system."

The study is subdivided into three main sub-tasks. The first estimated the theoretical maximum civilianization potential among enlisted support positions in the Continental United States. The second sub-task examined the comparative total annual costs to the government of civilians and military in the various occupational fields and pay grades identified as potentially susceptible to civilianization. The third examined for feasibility, desirability, and cost savings specific contingency plans for civilianizing 5,000 and 10,000 male enlisted billets in the Marine Corps and 10,000 and 20,000 billets in each of the other Services."

  "On November 23, 1970, the Governments of Mexico and the United States signed a treaty for the clarification of the Rio Grande boundary and the creation of maritime boundaries between the claimed 12-nautical-mile Mexican territorial sea and the territorial sea and contiguous zone of the United States. The treaty delimits, in principle, the lines of separation in the Gulf of Mexico and in the Pacific Ocean. The two governments then established the final lines which were represented, at reduced scales, on two maps affixed to the treaty. Copies of the treaty maps are annexed to this study."

  "This handbook can serve as a planning and operations guide for officials of local government who may be confronted with various types of peacetime as well as attack-caused emergencies. The handbook may also serve as a guide for local leaders who are not members of local governments, such as labor leaders, industrial plant superintendents, and Red Cross Chapter officials. 'This handbook is intended primarily for smaller municipalities and counties, and includes checklists pertaining to a number of specific types of emergencies and disasters that could confront such communities. It should be recognized, however, that the checklists are not aired at professionals. For example, the forest-fire checklist is not for professional foresters or firefighters, but is rather intended for mayors and other officials of smaller communities that could be threatened by a forest fire. While the primary audience for this handbook is the smaller city or county, the checklists contain material that can be useful to civil defense directors and other officials in larger communities in developing the more complex plans that are needed in the larger jurisdiction. The guidance in this handbook is basic and brief. The purpose is to assist local officials in preparing their own flexible plan for actions to be taken by government and by citizens when disaster threatens or strikes. A community prepared to cope with peacetime disasters is that much better prepared to cope with the effects of enemy attack."

  "This draft report gives some revisions to a study covering the same subject published in 1958. In the last two years effort has been directed toward providing more regional details in the analysis of the generalized meteorological parameters used to describe hurricanes. Results of that study, to be completed in 1974, may necessitate changes in standard project hurricane (SPH) criteria. Another draft study, giving similar meteorological criteria for probable maximum hurricane (PMH) wind fields, will also be effected. Studies now in progress are reevaluating these criteria with plans for a published report sometime in 1975. This report, based on these more detailed studies, will provide consistent SPH and PMH wind fields."

  "These Standards for Civil Defense and Disaster Preparedness have been developed jointly by local, State, and Federal civil defense professionals. They are provided as an aid in implementing the major new emphasis of civil defense and disaster preparedness for the 1970's. This new emphasis aims at improving the ability of local governments to act swiftly and effectively to save life and preserve property if the community is threatened or hit by any kind of emergency or disaster-whether a peacetime emergency or enemy attack upon the United States. This requires making effective, coordinated use of all assets available to the community, from the executive talents of its top officials; to its police, fire and other forces; to its ambulances, hospitals, and medical professionals; to shelters to protect its citizens. This in turn requires a new emphasis on people and training. These Standards should be used in training new local CD Directors or Coordinators at special workshops, in providing additional training for experienced Directors, and in on-site assistance or conferences at the community level. The Standards are also intended for use by local Directors in analyzing the level of readiness of their community, as a basis for making improvements. Each State should also bring the Standards to the attention of county commissioners, mayors, and city managers-both individually and at meetings of their associations. It should be stressed that both the Department of Defense and the States are doing everything they can to help local governments to improve their readiness for emergencies-but that success depends, in the last analysis, on the support given by local chief executives."

Fountain: "We Americans have been much more fortunate than the citizens of most nations, not only because of our enormous economic resources and productivity, but also ecologically because we have had an abundance of land and water for disposing of waste products. We were not very concerned until quite recently, about the use of our land, streams, and air for waste-disposal purposes. In fact, neither our industrial plants nor our governmental facilities ordinarily took into account the social consequences of the water and the air they polluted. Those attitudes which were acceptable in an earlier period are no longer acceptable today. Our productivity and affluence in themselves contribute to the pollution which we seek to control. The public is demanding increased protection from a wide variety of environmental dangers involving, among other things, air, water, radiation, noise, toxic industrial chemicals, food additives, and pesticides. And the Congress, as well as State and local governments, are responding to these demands. The establishment of the National Institute of Environmental Health Sciences and of the Environmental Protection Agency are examples of the Federal response to this challenge."   This is from the October 18-20, 26-27 and November 16-17, 1971 hearings on the "Study of the Securities Industry, Part 3," held before the Subcommittee on Commerce and Finance of the U.S. House Committee on Interstate and Foreign Commerce. From the opening statement of John E. Moss: "In our last hearing we focused on problems of accounting, specifically the need for uniform accounting procedures and uniform and more extensive disclosure to customers of broker-dealers' financial condition, as well as the adequacy of audit procedures. Now we shall turn to another important problem, namely, the pervasive effect of the stock certificate as a primary factor in back office difficulties and an obstacle to the rapid and efficient processing of transactions both on the exchanges and over the counter. These hearings will focus on the feasibility and desirability of one or more depositories to immobilize stock certificates, the development of a machine-readable certificate and accompanying documents, and the development of a more efficient system for clearance, settlement, delivery, and transfer of securities. A later hearing, scheduled for October 26 and 27, will consider the possibility of totally eliminating the stock certificate."
