  "By assuming a hypothetical nuclear attack on various targets in the United States, including two in the vicinity of San Francisco, elements of civil defense operations requiring transattack and postattack fire information are identified. Through the assessment of probable types of fire operations within the framework of the assumed attack, the types and volume of fire information at the local level are summarized. It is concluded that less information, of a more general nature, is needed at the State, Regional, and Federal levels. […] The local-level civil defense organization rather than the state or national level, is the civil defense level concerned with transattack and immediate postattack fire operations. Ideally, the Emergency Operating Centers (EOC's) Will receive fire information by monitoring the Fire Department radio channels, thus permitting accomplishment of two functions support of fire-control operations and coordination of other emergency operations (e.g., treatment of casualties and shelter evacuation) in which fire conditions must be taken into account. State, Regional, and Federal civil defense levels have postattack damage-assessment missions which will not require early or detailed tire information. Mutual-aid measures (from community to community) will probably not be effective because of the magnitude of a nuclear attack."

The Baruch Plan to control nuclear weapons and to assure that special nuclear materials would be used principally for peaceful purposes was submitted to the United Nations In 1946, though it was never adopted. The Atoms for Peace Program was conditioned on, and recognized the need for, assurances that the materials transferred under the program would not be diverted to military pursuits. The incorporation of safeguards requirements In bilateral agreements for cooperation, and the systematic transfer by the United States of its bilateral safeguards responsibilities to the International Atomic Energy Agency is consistent with this objective. The United States ratification of the Moscow Treaty of 1963 the so-called 'Limited Nuclear Test Ban Treaty,' was the lineal descendant of this policy objective. Thus it has been, and continues to be, a basic foreign policy objective of the United States to strictly limit the proliferation of nations with nuclear weapons capability."

  "This history covers a crucial period in the history of the Air Force missile program. While the Air Force was deactivating the liquid-fuelled Atlas ICBM, Air Force scientists and officials made decisions to undertake research and development work on MIRVs, an innovation that would intensify the U.S.-Soviet nuclear competition during the 1970s. […]. This study also covers Air Force programs to develop bomber-launched short-range attack missiles (SRAM) to destroy air defenses, decoys such as chaff clouds to complicate enemy defenses, and ICBM modernization with Minuteman II. Among Minuteman II's 'refinements' were an option for eight targets, using Greenwich Mean Time so that targets could be struck simultaneously, and ultra-high frequency receivers at launch facilities to establish communications with an airborne launch control center (ALCC). Another innovation was a proposed successor to Minuteman, a highly accurate Advanced ICBM, which would be deployed either in silos or mobile launchers. This report gives the impression (see page 6) that, in the event of a communications failure, the Air Force enacted arrangements to give Minuteman combat crews the authority to 'transmit the launch enable code on its own authority, an arrangement designed to cope with the possible destruction of the responsible headquarters.' This amounted to a predelegation arrangement, but apparently it was never put into effect. According to Bruce Blair, who was a Minuteman launch officer in the early 1970s, the 'predelegated enabling (arming) provision was never implemented in the field, and it certainly was not the case in 1970 and later.'"

  "This is a working paper of the DD/I [Deputy Director/Intelligence] Research Staff. It offers a fairly detailed narrative account of Mao Tse-tung's 'cultural revolution' as it has developed since September 1965, a summary of that account, and some speculation on prospects. This study presents what has been and remains in most respects a minority view, the view of one 'school.' It finds the evidence persuasive for the propositions that (a) Mao has taken the initiative at each stage, (b) he has been conducting a massive 'test' of party leaders and the party apparatus, (c) changes in the leadership have represented primarily a purge directed by Mao, and only secondarily a 'power struggle,' (d) the entire effort has developed coherently, given its irrational base in dogma, and (e) Mao is now carrying out methodically and in general successfully a scheme for the reorganization of the party which he outlined last autumn."

  "This report is about crime in America-about those who commit it, about those who are its victims, and about what can be done to reduce it. The report is the work of 19 commissioners, 63 staff members, 175 consultants, and hundreds of advisers. The commissioners, staff, consultants, and advisers come from every part of America and represent a broad range of opinion and profession. In the process of developing the findings and recommendations of the report the Commission called three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of persons. The report makes more than 200 specific recommendations-concrete steps the Commission believes can lead to a safer and more just society. These recommendations call for a greatly increased effort on the part of the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They call for basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers. But the recommendations are more than just a list of new procedures, new tactics, and new techniques. They are a call for a revolution in the way America thinks about crime."

• Ground Breakage and Associated Effects in the Cook Inlet Area, Alaska, Resulting from the March 27, 1964, Earthquake

  "The great 1964 Alaska earthquake caused considerable ground breakage in the Cook Inlet area of south-central Alaska. The breakage occurred largely in thick deposits of unconsolidated sediments. The most important types of ground breakage were ( 1) fracturing or cracking and the extrusion of sand and gravel with ground water along fractures in various types of landforms, and (2) slumping and lateral extension of unconfined faces, particularly along delta fronts. The principal concentration of ground breakage within the area covered by this report was in a northeast-trending zone about 60 miles long and 6 miles wide in the northern part of the Kenai Lowland. The zone cut across diverse topography and stratigraphy. Cracks were as much as 30 feet across and 25 feet deep. Sand, gravel, and pieces of coal and lignite were extruded along many fissures. It is suggested that the disruption in this zone may be due to movement along a fault in the underlying Tertiary rocks. The outwash deltas of Tustumena and Skilak Lakes in the Kenai Lowland, of Eklutna Lake and Lake George in the Chugach Mountains, of Bradley Lake in the Kenai Mountains, and at the outlet of upper Beluga Lake at the base of the Alaska Range showed much slumping, as did the delta of the Susitna River. Parts of the flood plains of the Skilak River, Fox River, and Eagle River were extensively cracked. A few avalanches and slumps occurred along the coast of Cook Inlet in scattered localities. Some tidal flats were cracked. However, in view of the many thick sections of unconsolidated sediments and the abundance of steep slopes, the cracking was perhaps less than might have been expected. Observations along the coasts indicated changes in sea level which, although caused partly by compaction of unconsolidated sediments, may largely be attributed to crustal deformation accompanying the earthquake. Most of the Cook Inlet area was downwarped, although the northwest side of Cook Inlet may have been slightly unwarped. Maximum change in the Cook Inlet area was probably less than 6 feet. Little or no regional tilting was detected in the lake basins of Tustumena and Skilak Lakes."

  "The great earthquake of March 27, 1964, in south-central Alaska was accompanied by regional tectonic warping that caused both extensive subsidence and uplift relative to sea level. During the months after the earthquake geologists made a concerted search for evidence of surface faulting. A U.S. Geological Survey field party headed by the writer found two reverse faults on southwestern Montague Island in Prince William Sound through combined air reconnaissance and studies of shoreline displacements. Although it is assumed that the fault displacements occurred during the main shock, or possibly during some of the subsequent large aftershocks, there were no eyewitnesses to fix the precise time of rupture."

• Effects of the Earthquake of March 27, 1964 at Seward, Alaska

  "Seward, in south-central Alaska, was one of the towns most devastated by the Alaska earthquake of March 27, 1964. The greater part of Seward is built on an alluvial fan-delta near the head of Resurrection Bay on the southeast coast of the Kenai Peninsula. It is one of the few ports in south-central Alaska that is ice free all year, and the town's economy is almost entirely dependent upon its port facilities. The Alaska earthquake of March 27, 1964, magnitude approximately 8.3-8.4, began at 5:36 p.m. Its epicenter was in the northern part of the Prince William Sound area ; focal depth was 20-50 km. [...] Thirteen people were killed and five were injured as a result of the earthquake. Eighty-six houses were totally destroyed and 269 were heavily damaged. The harbor facilities were almost completely destroyed, and the entire economic base of the town was wiped out. The total cost to replace the destroyed public and private facilities was estimated at $22 million. Seward lies on the axis of the Chugach Mountains geosyncline. The main structural trend in the mapped area, where the rocks consist almost entirely of graywacke and phyllite, is from near north to N. 20 [degrees] E. Beds and cleavage of the rocks commonly dip 70 [degrees] W. or NW. to near vertical. Locally, the rocks are complexly folded or contorted. No major faults were found in the mapped area, but small faults, shear zones, and joints are common."

• Effects of the Earthquake of March 27, 1964 on the Communities of Kodiak and Nearby Islands

  "The great earthquake (Richter magnitude of 8.4-8.5) that struck south-central Alaska at 5:36 p.m., Alaska standard time, on March 27, 1964 (03:36, March 28, Greenwich mean time), was felt in every community on Kodiak Island and the nearby islands. It was the most severe earthquake to strike this part of Alaska in modern time, and took the lives of 18 persons ·in the area by drowning; this includes two in Kodiak and three at Kaguyak Property damage and loss of income to the communities is estimated at more than $45 million. The largest community, Kodiak, had the greatest loss from the earthquake. Damnge was caused chiefly by 5.6 feet of tectonic subsidence and a train of 10 seismic sen waves that inundated the low-lying areas of the town. The seismic sea waves destroyed all but one of the docking facilities and more than 215 structures; many other structures were severely damaged. The waves struck the town during the evening hours of March 27 and early morning hours of March 28. They moved from the southwest and northeast and reached their maximum height of 20-30 feet above mean lower low water at Shahafka Cove between 11:00 and 11:45 p.m., March 27. The violently destructive seismic sea waves not only severely damaged homes, shops, and naval station structures but also temporarily crippled the fishing industry in Kodiak by destroying the processing plants and most of the fishing vessels. The waves scoured out 10 feet of sediments in the channel between Kodiak Island and Near Island and exposed bedrock. This bedrock presented a major post-earthquake construction problem because no sediments remained into which piles could be driven for foundations of waterfront facilities."

• Effects of the Earthquake of March 27, 1964, on Air and Water Transport, Communications, and Utilities Systems in South-Central Alaska

  "The earthquake of March 27, 1964, wrecked or severely hampered all forms of transportation, all utilities, and all communications systems over a very large part of south-central Alaska. Effects on air transportation were minor as compared to those on the water, highway, and railroad transport systems. A few planes were damaged or wrecked by seismic vibration or by flooding. Numerous airport facilities were damaged by vibration or by secondary effects of the earthquake, notably seismic sea and landslide-generated waves, tectonic subsidence, and compaction. Nearly all air facilities were partly or wholly operational within a few hours after the earthquake." The earthquake inflicted enormous damage on the shipping industry, which is indispensable to a State that imports fully 90 percent of its requirements-mostly by water-and whose largest single industry is fishing. Except for those of Anchorage, all port facilities in the earthquake-affected area were destroyed or made inoperable by submarine slides, waves, tectonic uplift, and fire. No large vessels were lost, but more than 200 smaller ones (mostly crab or salmon boats) were lost or severely damaged. Navigation aids were destroyed, and hitherto well-known waterways were greatly altered by uplift or subsidence. All these effects wrought far-reaching changes in the shipping economy of Alaska, many of them to its betterment. Virtually all utilities and communications in south-central Alaska were damaged or wrecked by the earthquake, but temporary repairs were effected in remarkably short times. Communications systems were silenced almost everywhere by loss of power or by downed lines; their place was quickly taken by a patchwork of self-powered radio transmitters. A complex power-generating system that served much of the stricken area from steam, diesel, and hydrogenerating plants was disrupted in many places by vibration damage to equipment and by broken transmission lines. Landslides in Anchorage broke gas-distribution lines in many places, but the main transmission line from the Kenai Peninsula was virtually undamaged. Petroleum supplies were disrupted, principally by breakage or loss of storage tanks caused by seismic vibration, slides, waves, and fire. Water-supply and sewer lines were also broken in many towns."

• Effects of the March 1964 Alaska Earthquake on Glaciers

  "The 1964 Alaska earthquake occurred in a region where there are many hundreds of glaciers, large and small. Aerial photographic investigations indicate that no snow and ice avalanches of large size occurred on glaciers despite the violent shaking. Rockslide avalanches extended onto the glaciers in many localities, seven very large ones occurring in the Copper River region 160 kilometers east of the epicenter. Some of these avalanches traveled several kilometers at low gradients; com-pressed air may have provided a lubricating layer. If long-term changes in glaciers due to tectonic changes in altitude and slope occur, they will probably be very small. No evidence of large-scale dynamic response of any glacier to earthquake shaking or avalanche loading was found in either the Chugach or Kenai Mountains 16 months after the 1964 earthquake, nor was there any evidence of surges (rapid advances) as postulated by the Earthquake-Advance Theory of Tarr and Martin."

  "The March 27, 1964, Alaska earthquake and its associated aftershocks caused damage requiring several million dollars worth of repair to the Eklwtna Hydroelectric Project, 34 miles northeast of Anchorage. Electric service from the Eklutna powerplant was interrupted during the early phase of the March 27 earthquake, built was restored (intermittently) until May 9,1964, when the plant was closed for inspection and repair. Water for Eklutna project is transported from Eklutna Lake to the powerplant at tidewater on Knik Arm of Cook Inlet by an underwater intake connected to a 4.46-mile tunnel penstock. The primary damage caused by the earthquake was 1at the intake structure in Eklutna Lake. No damage to the power tunnel was observed. The piles-supported powerplant and appurtenant structures, Anchorage and Palmer substations, and the transmission lines suffered minor damage. Most damage occurred to facilities constructed on un-consolidated sediments and overburden which densified and subsided during the earthquake. Structures built on bedrock experienced little or no damage. Underground communication and electrical systems in Anchorage were examined with a small-diameter television camera to locate damaged areas requiring repair. Most of the damage was concentrated at or near valley slopes. Those parts of the systems within the major slide areas of the city were destroyed."

  "This study presents information on the blast vulnerability of community water distribution pipelines, alternate operating techniques for controlling the use of water in early postattack periods, and on radiological recovery procedures and shelters available to waterworks personnel. The results of the analysis of the vulnerability of pipelines indicate that the primary mode of failure will be crushing of the pipe. The five principal alternate operating techniques considered are: Isolation of portions of the distribution system, rationing consumer water use, reducing hydrostatic operating pressures, rerouting water, and the utilization of auxiliary sources of water.   "Throughout the Cold War and after, civilian and military authorities at the Pentagon worried about the vulnerability of the U.S. command and control system to disruption by nuclear attack, but also being blindsided by unexpected developments or losing control of important military assets. This history, which is broader than an Air Force institutional history, looks at how the Kennedy administration sponsored studies and organizational changes designed to give the President and his advisers more effective control over nuclear forces and more survivable communications systems, along with 'continuity of operations' plans so that 'controlled' or 'flexible' response could be option during an East-West crisis. Towards these ends, during the Kennedy and Johnson administrations the Pentagon created the National Military Command Center (NMCC), the Defense Communications Agency (NCA), and alternate headquarters and command posts, including the National Emergency Command Post (NEACP), and the National Emergency Command Post Afloat (NECPA). An interesting development in this connection was the January 1963 highjacking of a Venezuelan freighter Anzoategui, by pro-Castro radicals (pages 42-43). The U.S. Navy's inability to locate the ship quickly (it took four days) so that the Venezuelans could recover it, as well as information coordination problems between CIA, the State Department, and the Pentagon, made President Kennedy want a more effective NMCC so that the White House could be more quickly brought up to-date on important developments. While communications systems would improve, National Command Authorities could never solve the threat to command-and-control posed by nuclear weapons."

  "This report presents the results of an analysis of the cost and effectiveness of decontamination of selected sites and facilities in San Jose, California. The purpose of this analysis is to: 1.determine the reduction in dose-rate at several detector locations for various strategies of decontamination; 2. determine the reduction in dosage to persons performing operations in the activity area; and 3. compute cost estimates in time and manpower for practical decontamination operations. These results can then be used to determine the extent to which decontamination can accelerate a postattack recovery."
