Because this legislation would provide a new use for those funds, CBO expects that more of the appropriated funds will be spent over the next five years. CBO estimates that enacting S. 1777 would increase spending by $250 million in 2006, but would have no net impact on total outlays over the next five years because it would reduce spending within the 2007-2010 period."

  "In December 2005, at the request of the Senate Majority Leader, the Congressional Budget Office (CBO) prepared an assessment of the possible macroeconomic effects of an avian flu pandemic. In its assessment, CBO also described the nation's preparedness for a pandemic and options for increasing preparedness. At the request of the Majority Leader and the Chairman of the Senate Budget Committee, CBO has undertaken this update to its earlier work, focusing on changes in the budgetary and economic aspects of the nation's preparedness. Although a pandemic could be caused by any of several influenza strains, scientists are particularly worried about H5N1, a strain that has caused repeated epidemics with high mortality among poultry in Asia; has spread from Southeast Asia to flocks in Central Asia, Europe, and Africa; and has made the jump from birds to humans, causing the deaths of over 120 people. Infectious diseases are unpredictable, so it is impossible to say for sure whether a new pandemic will arise; whether it will involve the H5N1 virus; and, if it does, when it will happen and whether it will be mild or severe. The H5N1 virus could mutate in a way that causes a severe pandemic next year or a mild epidemic in a decade or two. Or it could evolve in a way that renders it harmless. Or a pandemic could arise from an entirely different virus subtype."

• CBO Paper: Projections of Net Migration to the United States

  "Estimates of the medium- and long-term economic and budget outlook rely on projections of the size and composition of the nation's population. One challenge to such projections is forecasting how many immigrants will come to and stay in the United States. Because most immigrants are of working age when they arrive, rates of net migration are critical in determining the growth of the labor force. Indeed, over the past decade, foreign-born workers accounted for more than half of the growth of the labor force. Moreover, the composition of the immigrant population could also make a difference to the outlook. This paper examines the projection methodologies and outlines the most recent projections of the Social Security trustees and the Census Bureau. The trustees' projections are higher than those of the Census Bureau in the near term but lower after 2025. The paper then addresses issues about those projections raised by the 2003 Technical Panel on Assumptions and Methods. In the panel's view, both the trustees' and the Census Bureau's projections underestimate future net migration. The Social Security trustees and the Census Bureau, along with CBO [Congressional Budget Office], are currently evaluating the technical panel's recommendations. Finally, the paper discusses factors that might influence the level and composition of net migration. In principle, one might be able to improve on current projections by explicitly modeling key determinants of both the potential supply of immigrants and the potential demand for immigrant workers. Those theoretical insights may be helpful in assessing broad trends, though at present they appear to be of limited value for quantitative projections."

The act would enable constituents to provide electronic authorization to additional parties, such as Members of Congress and their offices, to resolve constituent inquiries, compared to the current range of requirements for verbal or email authorizations, or 'wet' signatures. The Creating Advanced Streamlined Electronic Services for Constituents Act of 2019, or the CASES Act (P.L. [Public Law] 116-50), is designed to improve access to, and the efficiency of, government services and agencies for constituents by updating the casework process for an increasingly digital environment. Processing casework information often requires the disclosure of the constituent's individually identifiable information to a congressional office, and is subject to disclosure restrictions under the Privacy Act of 1974 (5 U.S.C. [United States Code] 552a). Generally, the Privacy Act prohibits disclosure of individually identifiable information by federal agencies to third parties, including congressional offices, without written consent."

According to CDC [Centers for Disease Control and Prevention], falls were the leading cause of death from unintentional injury among older adults in 2020. They cost billions of dollars in medical expenses. However, studies also show that assessing and modifying the home environment or using other interventions can help prevent falls. This report examines (1) what federal programs are designed to provide evidence-based falls prevention, home assessments, or home modifications for older adults and adults with disabilities and what do national data indicate about those at greatest risk of falls, (2) what do federal agencies know about how these programs affect participants' health, and (3) to what extent do federal agencies coordinate their efforts and provide consumer information to those at risk of falls. GAO [Government Accountability Office] analyzed CDC falls data from 2020, the most recent data available, and surveyed relevant federal programs. GAO interviewed officials from national aging and disability organizations; and reviewed studies of federal programs, falls prevention resources, and relevant federal laws and regulations. [...] GAO is making three recommendations, including that CDC examine falls data for adults of various ages and that ACL facilitate additional information sharing across federal programs and among its disability network. The agencies concurred with the recommendations."

  From the Highlights: "EM [Office of Environmental Management] is responsible for cleaning up the nuclear waste left behind at two former federal uranium enrichment sites (Portsmouth, in Ohio, and Paducah, in Kentucky). One of the cleanup-related activities is the conversion of DUF6 [depleted uranium hexafluoride]--a highly corrosive by-product of the uranium enrichment process that can be dangerous to human health and the environment--into depleted uranium oxide. This is a more stable chemical form of depleted uranium that can be disposed of or reused. The conversion facilities began operating at Portsmouth in 2010 and Paducah in 2011, but both facilities stopped conversion operations in March 2020 because of the COVID-19 [coronavirus disease 2019] pandemic. Senate Report 117-39 accompanying S. 2792, a bill for the National Defense Authorization Act for Fiscal Year 2022, included a provision for GAO [Government Accountability Office] to review the two conversion facilities. This report examines (1) EM's response to the facilities' COVID-19 shutdown and effects on the facilities' cost and schedule estimates, (2) EM's agreements to provide DUF6 to other entities, and (3) EM's plans for depleted uranium oxide and hydrofluoric acid. GAO reviewed project documentation, transfer and sales agreements, and legislation; and interviewed EM and National Nuclear Security Administration officials, state regulators, and representatives for the disposal facilities. [...] Congress should consider clarifying DOE's [Department of Energy's] authority to sell depleted uranium, as well as any conditions connected to such sales. DOE did not comment on this report."

It is composed of approximately 55,200 personnel. Since the terrorist attacks of 9/11, the service has been charged with additional security-related mission responsibilities. It has also faced increasing responsibilities related to natural disasters and commercial maritime activity. This statement addresses (1) the Coast Guard's efforts to determine its workforce needs and (2) selected personnel issues. It is based on seven products GAO [Government Accountability Office] issued from November 2019 through June 2022. It also includes updates from January 2022 to July 2022 on actions the Coast Guard has taken to address recommendations from these reports. To perform this prior work, GAO analyzed relevant Coast Guard documentation and data and interviewed officials. For a full list of the reports, see Related GAO Products.
