  From the Document: "KPMG [Klynveld Peat Marwick Goerdeler] performed a review of DHS IT [information technology] general controls in support of the FY 2003 DHS financial statement audit. The overall objective of our review was to evaluate the effectiveness of IT general controls of DHS' financial processing environment and related IT infrastructure as necessary to support the audit. The Federal Information System Controls Audit Manual (FISCAM), issued by the Government Accountability Office, formed the basis of our review. The scope of the IT general controls assessment included testing at DHS' Office of the Chief Financial Officer (OCFO) and all significant DHS Bureaus. [...] We have audited the consolidated balance sheet of the U.S. Department of Homeland Security (DHS) as of September 30, 2003, and the related statement of custodial activity for the seven months then ended and have issued our report thereon dated January 30, 2004. Further, we were engaged to audit the related consolidated statements of net cost and changes in net position, combined statement of budgetary resources, and consolidated statement of financing for the seven months ended September 30, 2003. In planning and performing our audit, we considered DHS's internal controls over financial reporting in order to determine our auditing procedures for the purpose of expressing our opinion on the consolidated balance sheet and the related statement of custodial activity. [...] During our audit we noted certain matters involving information technology (IT) internal controls that are presented herein for your consideration. These comments and recommendations, all of which have been discussed with the appropriate members of management, are intended to improve IT internal controls."

  From the Highlight: "The Federal Aviation Administration (FAA) operates one of the safest air transportation systems in the world, but this system is under growing strain as the demand for air travel increases. Recognizing the need to transform this system, Congress created the Joint Planning and Development Office (JPDO), housed within FAA, to plan and develop the Next Generation Air Transportation System (NextGen). The current authorization for FAA, the Airport and Airway Trust Fund (Trust Fund), and the excise taxes that support the Trust Fund will expire September 30, 2007. Reauthorization bills in the Senate (S. 1300) and the House (H.R. 2881) identify various revenue sources, including flight surcharges and certain fees, to fund FAA, including NextGen. Concerned about the need for stable, sustainable financing for the nation's multibillion-dollar transportation infrastructure investments, including NextGen, GAO [Government Accountability Office] has designated transportation financing as high risk. GAO's statement addresses (1) the extent to which the current funding structure can support FAA's activities, including NextGen, (2) the implications of selected provisions of proposals to fund aviation activities, and (3) issues that could affect the overall cost of NextGen. The statement is based on recent GAO reports and testimonies, updated through interviews with FAA officials and stakeholder representatives."

  From the Introduction: "Pandemics threaten not only the health and the economy of regional communities and global populations, but also the processes, operations, and supply chains for chemical facilities. During a pandemic, chemical facilities are vulnerable to a variety of threats, and it is vital to identify security measures that can be implemented to mitigate those concerns. Preparedness prior to a pandemic and effective response during and after a pandemic can significantly reduce the impact of negative consequences that may occur at chemical facilities. A pandemic may require a chemical facility to respond to immediate repercussions of a local outbreak and to larger global economic and supply chain consequences. Of critical importance, operational security measures at facilities that manufacture, store, distribute, or use hazardous chemicals may be impacted during a pandemic, so it is important to ensure facilities are prepared for and remain diligent in order to secure those chemicals. This guide--created in collaboration between the Cybersecurity and Infrastructure Security Agency (CISA), Federal Bureau of Investigation's Weapons of Mass Destruction Directorate (WMDD), and Defense Threat Reduction Agency (DTRA) that oversee and provide expertise on chemical security for both domestic and international facilities--provides a set of special considerations so that chemical companies and facilities can maintain critical operations safely and securely before, during, and after a pandemic event."

Lieberman: "This Governmental Affairs Committee hearing will consider legislation introduced by Senator Specter, Senator Graham, and myself to organize the Federal Government so that it can better prevent, effectively prepare for, and quickly respond to terrorist attacks made against American citizens on American territory. This is a follow-up to two hearings we held last fall on whether the Government and specifically the Executive Branch is adequately organized to meet the type of security threats we must, unfortunately, expect after September 11. The question to ask is whether we are adequately positioned to defend ourselves against another terrorist attack within our borders. Are the gaps in our security policies closing? Are dozens of agencies with a role in protecting the American people against terrorism better coordinating their activities? Has duplication of efforts diminished? If statutory and budget authority are not conferred upon a Director of Homeland Security, the homeland defense of this Nation will be less than it must be. In October of 2001, legislation was introduced to establish such a cabinet-level Department of National Homeland Security led by a presidentially appointed, Senate confirmed secretary who would be a member of the National Security Council, accountable not just to the President but to Congress and to the public. The bill we discussed in this hearing does contain a number of improvements over the earlier version. The most significant changes are a requirement for a national strategy to combat terrorism and the establishment of a White House office to coordinate that strategy, as originally proposed by our colleague, Senator Bob Graham of Florida. These key improvements underscore the seriousness with which we regard the job of protecting the American public and they speak to the public's desire, indeed, the public's need for the best protection we can provide them." On June 30, 2008, the President amended his declaration of May 27, 2008, and increased the Federal funding for emergency protective measures, including direct Federal assistance, under the Public Assistance program to 90 percent. This adjustment was effective until August 8, 2008, at which time the National Oceanic and Atmospheric Administration's National Weather Service River Forecast Center reported that the rivers in the State of Iowa, which had experienced historical flooding, fell below flood stage. Under the President's order today, the Federal share for Public Assistance for this disaster has been increased to 90 percent of the total eligible costs. The cost-share adjustment is retroactive to the date of the President's major disaster declaration for the State of Iowa."
