Corrosion Protection for Metal Connectors in Coastal Areas for Structures Located in Special Flood Hazard Areas in Accordance with the National Flood Insurance Program
"An important objective of the National Flood Insurance Program (NFIP) is to protect buildings from the effects of hurricanes. The NFIP regulations include requirements concerning the resistance of buildings to flood and wind forces (as described in the following section). For a building in a Coastal High Hazard Area to comply with these requirements, many of its components must be adequately anchored. In wood-frame buildings, the necessary anchoring is usually achieved through the use of metal connectors such as joist hangers, truss plates, and hurricane straps. The need for such connectors is especially great in coastal areas, where storminduced flooding and high winds pose significant threats. However, metal connectors are subject to corrosion when exposed to moisture and salt, both of which are prevalent in coastal areas. This bulletin describes the causes of accelerated corrosion of metal connectors in buildings located near the ocean and some larger saltwater bays. The variation in the corrosive environments within a typical building is also described. This bulletin outlines available corrosion-resistant materials and methods of maintaining proper anchorage for the life of the building. It recommends connector materials for buildings at various distances from the ocean and for different exposure conditions within an individual building. Few local building codes and no national building codes address accelerated corrosion near the coast. This bulletin describes areas where corrosion is known to be a problem and recommends a variety of solutions."

This webpage contains a list of human rights reports issued by the U.S. Department of State's Bureau of Democracy, Human Rights and Labor beginning in the year 1999. The list is updated annually. "The Country Reports on Human Rights Practices are submitted annually by the U.S. Department of State to the U.S. Congress in compliance with sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 (FAA), as amended, and section 504 of the Trade Act of 1974, as amended. The law provides that the Secretary of State shall transmit to the Speaker of the House of Representatives and the Committee on Foreign Relations of the Senate, 'a full and complete report regarding the status of internationally recognized human rights, within the meaning of subsection (A) in countries that receive assistance under this part, and (B) in all other foreign countries which are members of the United Nations and which are not otherwise the subject of a human rights report under this Act.' Reports on several countries are included that do not fall into the categories established by these statutes and that thus are not covered by the congressional requirement."

Strategic Partnership Program Agroterrorism (SPPA) Initiative: Final Summary Report September 2005 - September 2008
"To assist in protecting the nation's food supply, the Federal Bureau of Investigation (FBI), Department of Homeland Security (DHS), U.S. Department of Agriculture (USDA), and the Food and Drug Administration (FDA) developed a joint assessment program, the Strategic Partnership Program Agroterrorism (SPPA) Initiative. The purpose of this initiative was to conduct a series of assessments of the food and agricultural sector in collaboration with private industry and State volunteers. These assessments supported the requirements for a coordinated food and agriculture infrastructure protection program as stated in the National Infrastructure Protection Plan (NIPP), Sector Specific Plans (SSP), National Preparedness Guidelines (released in 2007), and Homeland Security Presidential Directive 9 (HSPD-9), Defense of US Agriculture and Food. SPPA assessments were conducted on a voluntary basis between one or more industry representatives for a particular product or commodity, their trade association(s), and Federal and State Government agricultural, public health and law enforcement officials. Together, they conducted a vulnerability assessment of that industry's production process using the CARVER + Shock tool. The acronym 'CARVER' stands for the factors assessed: Criticality, Accessibility, Recuperability, Vulnerability, Effect, Recognizability, and Shock. As a result of each assessment, participants identified individual nodes, or process points that are of highest concern, protective measures and mitigation steps that may reduce the vulnerability of these nodes, and research gaps/needs. Discussions of mitigation steps and good security practices were general in nature, focusing on physical security improvements for food processing facilities and biosecurity practices and disease surveillance for livestock and plants."

U.S. NRC Fact Sheet: Radiation Monitoring at Nuclear Power Plants and the 'Tooth Fairy' Issue
This United States Nuclear Regulatory Commission (NRC) factsheet discusses the monitoring of Strontium-90 (Sr-90), "a silvery-white alkaline earth metal that exists in several stable and unstable (or radioactive) isotopes," and the Tooth Fair Project, a study which claims that "Sr-90 concentrations in baby teeth are higher in areas around nuclear power plants than in other areas." It further discusses the limits NRC places on the amount of radioactive emissions allowed to be released from nuclear power plants, the environmental program that is reviewed and inspected by NRC, and that "Sr-90 in the atmosphere form nuclear power plants is extremely small compared with other man-made sources."

Safe Operation of Fire Tankers
"The alarming rate at which fire department tankers are involved in serious crashes led the United States Fire Administration (USFA) to commission this report. Since its inception, the USFA has been committed to enhancing the health and safety of emergency response personnel. Fire service personnel across the United States rely on the USFA for current information and state-of-the-art guidance on critical fire service operational issues. The purposes of this report include: (1) documenting all fatal crashes involving fire department tankers since 1990; (2) analyzing the causes and common factors associated with these crashes; (3) highlighting pertinent case histories that show examples of the problem; (4) providing information on reducing the frequency of these crashes and minimizing their severity/impact when unavoidable crashes occur; and (5) providing example procedures and checklists to assist departments in reducing the likelihood of tanker crashes."

Investigation into use of FEMA Trailers
The following document contains a letter, and supporting documents, sent from the office of Representative Bennie G. Thompson, Chairman of the Committee on Homeland Security, to Attorney General Eric H. Holder, the General Services Administration Administrator Martha N. Johnson, and the Federal Emergency Management Agency (FEMA) Administrator W. Craig Fugate. The letter calls for an investigation into press reports that trailers once used as temporary housing units during the aftermath of hurricane Katrina, and have since become contaminated with, among other toxins, formaldehyde are currently being used by workers involved with the Deepwater Horizon oil spill cleanup. This is in spite of Representative Thompson's prior efforts to ensure these units would not be used as housing if resold, and assurances from the aforementioned agencies that such a situation would not occur.

Hurricane Impacts on the Coastal Environment
"During August and September 1992, Category 4 hurricanes, with sustained winds between 131 mph and 155 mph, made four landfalls in the United States and its territories. The resulting damage in south Florida, Louisiana, Guam, and Hawaii was in the tens of billions of dollars. Hurricanes and extreme extratropical storms cause elevated sea level, known as storm surge, and extensive shoreline erosion and other geologic effects leading to the loss of property and life. We cannot yet predict with confidence the magnitude of this erosion and the extent of geologic impacts. The variability of shoreline types, including barrier islands of Louisiana, mangroves of south Florida, coral reefs and pocket beaches of Hawaii and Guam, make predictions especially difficult."

Readiness and Emergency Management for Schools Technical Assistance Center [website]
"The REMS [Readiness and Emergency Management for Schools] Technical Assistance [TA] Center's primary goal is to support schools, school districts, and institutions of higher education in emergency management, including the development and implementation of comprehensive emergency and crisis response plans. Established by the OSDFS in October 2004, the REMS Technical Assistance Center supports REMS and EMHE grantees in managing and implementing their grants and in sustaining their efforts over time. The TA Center disseminates information about emergency management to help schools, school districts, and institutions of higher education learn more about developing, implementing, and evaluating crisis plans. U.S. Department of Health and Human Services Radiological Dispersal Device Playbook
"The purpose of this playbook is to provide guidance for executive decision makers within the Department of Health and Human Services (HHS) in the event of an actual radiological terrorist attack in a U.S. city. Specifically, it outlines key measures and options to aid the Secretary in making essential decisions and directing the HHS response to a radiological attack. The playbook functions as a resource document to the Assistant Secretary for Preparedness and Response (ASPR) to assist in coordinating the Department's Emergency Support Function (ESF #8) with other Federal and local emergency support agencies. It is not intended to serve as an instruction manual for implementing the ESF #8 missions at the operational or tactical level; rather, it illustrates the capabilities required to meet probable mission requirements. This playbook is a living document that must be updated periodically to reflect evolving processes and policy decisions including changes resulting from interagency plans or policies. ASPR is responsible for managing this process of bringing the playbooks up to date."
