Engagement of Urgent Care Centers in Medical Surge Activities
"Urgent care centers are a growing presence in the healthcare marketplace, with more than 8,100 locations nationwide. Yet, limited information is available about ongoing preparedness activities among urgent care centers or their readiness to contribute to the healthcare system response to emergencies and disasters. ASPR TRACIE [Office of the Assistant Secretary for Preparedness & Response Technical Resources, Assistance Center, and Information Exchange] conducted 18 interviews with urgent care center leaders associated with centers in 44 states to capture a snapshot of current activities and perceptions. A key finding from the interviews was that urgent care centers are willing to participate in emergency preparedness and response efforts and have personnel skilled in providing the types of services that may be needed during a disaster. However, many have not been engaged in such efforts and lack knowledge of how to get involved or sustain their efforts. The following questions and answers may assist urgent care centers and health care coalitions and other partners to engage with and support each other's activities."

Hate Crime Statistics 2013
This is the Federal Bureau of Investigation's (FBI) 2013 Hate Crime Statistics webpage. The FBI's annual Hate Crime Statistics webpage is comprised of data collected by the Uniform Crime Reporting (UCR) Program. "On April 23, 1990, Congress passed the Hate Crime Statistics Act, 28 U.S.C. § 534, which required the Attorney General to collect data 'about crimes that manifest evidence of prejudice based on race, religion, sexual orientation, or ethnicity.' The Attorney General delegated the responsibilities of developing the procedures for implementing, collecting, and managing hate crime data to the Director of the FBI, who, in turn, assigned the tasks to the UCR Program. Under the direction of the Attorney General and with the cooperation and assistance of many local and state law enforcement agencies, the UCR Program created a hate crime data collection to comply with the congressional mandate. […] The designers of the Hate Crime Statistics Program sought to capture information about the types of bias that motivate crimes, the nature of the offenses, and some information about the victims and offenders. […] The hate crime data in this Web publication comprise a subset of information that law enforcement agencies submit to the UCR Program." This interactive webpage allows readers to browse hate crime statistics by the following five categories: Incidents and Offenses, Victims, Offenders, Location Type, and Hate Crime by Jurisdiction. For each category, readers can view statistical tables, learn important notes about the data collected, and review an overview of the data for that category.

Protecting Unaccompanied Alien Children from Trafficking and Other Abuses: The Role of the Office of Refugee Resettlement
This is a Staff Report of the Permanent Subcommittee on Investigations of the United States Senate Committee on Homeland Security and Government Affairs. This Report addresses concerns regarding the thousands of unaccompanied alien children (UACs) that arrive in the U.S. annually: "Each year, thousands of UACs enter the United States, unaccompanied by their parents or relatives and are taken into U.S. custody. Congress has tasked the Department of Health and Human Services's Office of Refugee Resettlement (ORR) with finding appropriate homes in which to place UACs temporarily pending the resolution of their immigration proceedings. Through procedures described below, HHS attempts to place each UAC with a suitable adult sponsor--someone who can care for them and ensure their appearance at their immigration hearings. [...] Over a period of four months in 2014, however, HHS placed a number of UACs in the hands of a ring of human traffickers who forced them to work on egg farms in and around Marion, Ohio, leading to a July 2015 federal criminal indictment. [...] The Subcommittee sought to determine whether the Marion placements were caused by a tragic series of missteps or more systemic deficiencies in HHS's UAC placement process. The Subcommittee reviewed 65 case files of UACs placed by ORR, including 34 UACs whose files contained at least some indication of human trafficking or other neglect or abuse, and a sample set of 28 other UACs placed with sponsors who were not close relatives. Based on that investigation, the Subcommittee concludes that HHS's policies and procedures were inadequate to protect the children in the agency's care."

Towards Quantifying Programmable Logic Controller Resilience Against Intentional Exploits
From the thesis abstract: "Supervisory Control and Data Acquisition (SCADA) systems control and monitor services for the nation's critical infrastructure. Recent cyber induced events (e.g., Stuxnet) provide an example of a targeted, covert cyber attack against a SCADA system that resulted in physical effects. Of particular note is how Stuxnet exploited the trust relationship between the human machine interface (HMI) and programmable logic controllers (PLCs). Current methods for validating system operating parameters rely on message exchange and network communications protocols, generally observed at the HMI. Although sufficient at the macro level, this method does not provide detection of malware that exhibits physical effects via covert manipulation of the PLC, as demonstrated by Stuxnet. In this research, an alternative method that leverages direct analysis of PLC input and output to derive the true state of SCADA end-devices is introduced. The behavioral input-output characteristics are modeled using Petri nets to derive metrics for quantifying resilient properties of systems against malicious exploits. The results yield metrics that are applicable towards quantifying resilience in PLCs and implementing real-time security solutions. These findings enable detecting programming changes that affect input and output relationships, identifying the degree of deviation from a baseline program, and minimizing performance losses against disruptive events."
