  "As cyber incidents rapidly spread across the nation's financial and critical infrastructure an effective response requires close coordination from multiple stakeholders affected by the incident. The purpose of this document is to provide insight from the United States Secret Service Electronic Crimes Task Force on law enforcement's response as a stakeholder investigating cyber intrusions. Although there are a number of previously published incident response resources (articles, brochures, manuals and other printed materials, etc.) readily available, we are simply providing steps to consider when notifying law enforcement. A well-defined and organized response to a cyber incident requires a team effort. Getting the right people involved is essential to properly responding, coordinating, mitigating, and investigating your incident. Although law enforcement is just one of several stakeholders needed for a response strategy, our objective is to assist with the prevention, detection, and aggressive investigation of attacks on our nation's financial and critical infrastructures. The following three steps are intended to guide organizations when notifying law enforcement."

  "A growing body of research on both private-and public-sector organizations has found that increased levels of engagement-generally defined as the sense of purpose and commitment employees feel towards their employer and its mission-can lead to better organizational performance. This testimony is based on the Government Accountability Office's (GAO) ongoing work examining the federal government's efforts to improve employee engagement, including (1) trends in employee engagement from 2006 through 2014; (2) practices that could strengthen engagement levels based on the Employee Engagement Index (EEI) results and the experiences of selected agencies and GAO; and (3) certain limitations of the EEI that will be important for agency managers and leaders to consider as they use this metric to assess and improve engagement within their own organizations. To identify engagement trends, GAO analyzed responses to the Federal Employee Viewpoint Service (FEVS) questions from 2006 through 2014 from which the EEI is derived. To identify drivers of the EEI in 2014, GAO conducted a regression analysis. To identify practices that could strengthen engagement, GAO interviewed officials at OPM and three case study agencies (selected for sustained or increased EEI levels) that were responsible for engagement efforts."

The purpose of this research was to identify requirements and resources for establishing emergency pet shelters in the Fire District. This was a descriptive research project. The research questions were: 1. To identify what, if any, are the regulations for emergency pet shelters in the District. 2. To identify what, if any, locations in the District meet the emergency pet shelters regulations. 3. To identify what agency would determine the protocol for opening a pet shelter during an emergency. 4. To identify what, if any, role would District personnel play in an emergency pet shelter. 5. To identify how other jurisdictions are administering and operating emergency pet shelters and who is responsible. The procedures included a review of regulations, emergency operations plans, and a survey of the National Society of Executive Fire Officers, where questioned regarding pet shelter administration and operations. The procedures also included interviews of emergency management and district personnel. Each localities result varied. There were no consistency in operation and administration of shelters, even though FEMA has developed a pet shelter best practice"

"A tornado is a violently rotating column of air that extends from a thunderstorm to the ground and is often--although not always--visible as a funnel cloud. Once the tornado has passed, the National Weather Service (NWS) rates them using the Enhanced Fujita (EF) scale based on the severity of the damage and estimated wind speed. The scale goes from an EF0 tornado, which causes light damage, to an EF5 tornado, which causes total devastation. Lightning and hail are common in thunderstorms that produce tornadoes."

  This factsheet describes the Gang Graffiti Automatic Recognition and Interpretation (GARI) system, which was developed by the Center for Visualization and Data Analytics, a DHS Science and Technology (S&T) Center of Excellence. This system identifies and tracks gang activity by analyzing gang graffiti through an app. The user takes an image of the graffiti and GARI gives an immediate analysis of the tag, including gang affiliation and interpretation. GARI is available on Android systems and desktop computers. Currently law enforcement officials in Indiana are using GARI.

  "A software-based tool designed to help hospitals evaluate their level of preparedness for mass casualty incidents Mass casualty incidents have happened throughout the country in places as large as Boston, MA and as small as Newtown, CT. Hospitals need to be ready to respond with rapid treatment, effective triage, and coordinated communications to help them respond effectively when every second counts. The Hospital Surge Evaluation Tool is a user-friendly peer assessment tool that was designed to identify gaps in a hospital's preparedness and help assess its ability to respond to a mass casualty event. The tool takes the form of an essentially no-notice drill, and incorporates the real-life considerations of healthcare delivery in acute care settings. The tool is intended for use by hospital emergency managers, hospital administrators, and clinical staff to assess and improve their hospital's surge plans. It is not intended for use as an accountability tool. Hospitals need to exercise their preparedness for a mass casualty incident regularly. This tool can help hospital emergency managers to make recurring tabletop exercises a reality by providing a fully developed tabletop exercise that can be used at their facilities. In some respects this tool can be thought of as 'Surge Evaluation in a Box'. The tool has two components, one for triaging patients in the emergency department and another for the hospital incident command center."

  "The NID [National Inventory of Dams] consists of dams meeting at least one of the following criteria: 1) High hazard classification - loss of one human life is likely if the dam fails; 2) Significant hazard classification - possible loss of human life and likely significant property or environmental destruction; 3) Equal or exceed 25 feet in height and exceed 15 acre-feet in storage; and/or 4) Equal or exceed 50 acre-feet storage and exceed 6 feet in height. The goal of the NID is to include all dams in the United States that meet these criteria, yet in reality, is limited to information that can be gathered and properly interpreted with the given funding. The NID initially consisted of approximately 45,000 dams, which were gathered from extensive record searches and some feature extraction from aerial imagery. Since continued and methodical updates have been conducted, data collection has been focused on the most reliable data sources, which are the many federal and state government dam construction and regulation offices. In most cases, dams within the NID criteria are regulated (construction permit, inspection, and/or enforcement) by federal or state agencies, who have basic information on the dams within their jurisdiction.   "The STAS [State Threat Assessment System] is the major prevention component of California's Homeland Security Strategy. The STAS is designed to detect, deter, and prevent homeland security threats to the citizens and critical infrastructure of California. The prevention methodology is based on public safety and private sector partnerships in information sharing, analysis, and investigative support. There are many counterterrorism and homeland security entities in California because of several factors, including its geographical and population size and its importance as a major gateway to Mexico and the Pacific Rim. The STAS partnership brings together federal, state, local, and tribal authorities and their respective law enforcement and private sector partners, public safety, and criminal information systems, including those of DHS and the Federal Bureau of Investigation (FBI). The STAS provides local public safety connectivity, incorporates existing fusion and information analysis and sharing initiatives, and complements federal homeland security efforts. This guidance document describes the practices used by PHMSA pipeline safety investigators and other enforcement personnel in undertaking their compliance, inspection, and enforcement activities. This document is U.S. Government property and is to be used in conjunction with official duties. The Federal pipeline safety regulations (49 CFR Parts 190-199) discussed in this guidance document contains legally binding requirements. This document is not a regulation and creates no new legal obligations. The regulation is controlling. The materials in this document are explanatory in nature and reflect PHMSA's current application of the regulations in effect at the time of the issuance of the guidance to the implementation scenarios presented in the materials. Alternative approaches are not precluded if they satisfy the requirements of the applicable regulation(s). Nothing in this guidance document is intended to diminish or otherwise affect the authority of PHMSA to carry out its statutory, regulatory or other official functions or to commit PHMSA to taking any action that is subject to its discretion.   "The general public, a wide variety of organizations, including private sector (e.g., commercial companies), non-governmental (e.g., volunteer organizations), and governmental entities (e.g., local agencies) continue to demonstrate significant interest in UAS [Unmanned Aircraft Systems]. The benefits offered by this type of aircraft are substantial and the FAA [Federal Aviation Administration] is committed to integrating UAS into the National Airspace System (NAS). This introduction, however, must address important safety and security considerations. The increasing number of cases of unauthorized use of UAS is a serious concern for the FAA and, in terms of safety and security challenges, many of its interagency partners. This document is intended to assist LEAs [Law Enforcement Agencies] in understanding the legal framework that serves as the basis for FAA legal enforcement action against UAS operators for unauthorized and/or unsafe UAS operations (Section 1) and to provide guidance regarding the role of LEAs in deterring, detecting, and investigating unauthorized and/or unsafe UAS operations (Section 2)."

  This Homeland Security Digital Library (HSDL) list contains documents of the Department of Homeland Security's "Building and Infrastructure Protection Series: Designing Buildings to Withstand Almost Anything." From the Department of Homeland Security website: "A new publication series, aimed at engineers, architects, building owners, city planners, and emergency managers, makes available years of government, industry, and academic research on designs and materials to make buildings and tunnels terror-'resistant' and terror-'resilient.' The Building and Infrastructure Protection Series (BIPS) provides architects and engineers a set of aids for designing critical infrastructure to withstand all kinds of hazards…at a cost that won't break the budget. 'This series lays the foundation for designing a new generation of resilient buildings,' says Mila Kennett, who oversees the series in S&T's [Science and Technology Directorate] Infrastructure Protection and Disaster Management Division, where she leads the Structural Resilience Branch.
