Under the bill, the Equal Employment Opportunity Commission (EEOC) would be required to issue regulations to implement the bill within two years of enactment."

Not only will the 2020 U.S. elections determine the future of the country--as elections always do--but the conduct of the elections could have public health consequences as well. COVID-19 [coronavirus disease 2019] has changed many aspects of daily life, but it cannot be allowed to dissuade Americans from voting or put voters' health at risk. [...] Fortunately, there is a lot that companies can do. [...] For example, companies with many young professional employees can encourage them to volunteer as poll workers; companies that own large venues can offer those spaces as additional polling locations; and businesses that are easily able to reach a large audience can advertise key election deadlines and can encourage their users, viewers, or listeners to register to vote and cast ballots early or by mail." Gaza's New Coronavirus Fears

After months during which authorities halted COVID-19's [coronavirus disease 2019] spread with rigorous quarantine measures, the virus appears to have taken root in the Gaza Strip. Dozens of new cases are being diagnosed every day. Why does it matter? A major outbreak in Gaza would likely be disastrous. Years of conflict and Israeli blockade have left the strip's health care facilities in a parlous state. Enforcing lockdowns and social distancing is difficult in the densely populated enclave. What should be done? Israel should take urgent steps to both allow Gaza to acquire the medical supplies it needs to deal with COVID-19 and let the strip's residents who are seriously ill travel abroad to seek care. Donor countries should heed the calls of local and international organisations for financial and medical assistance."

U.S. Government Procurement and International Trade [Updated September 9, 2020]
From the Document: "The COVID-19 [coronavirus disease 2019] pandemic has demonstrated that U.S. companies and the federal government rely heavily on global supply chains. This has prompted congressional interest in better understanding the role of international trade in U.S. government procurement. In particular, Members have sought ways to incentivize U.S. domestic production by prioritizing the procurement of domestic goods and services, while upholding U.S. commitments under various international trade agreements. Separately, the Trump Administration has issued executive orders that aim to incentivize companies to relocate to the United States by limiting waivers that would allow government purchases of foreign goods. Within this context, Members have raised questions regarding how federal agency acquisitions comply with two domestic sourcing laws: namely, the Buy American Act of 1933 (BAA, 41 U.S.C. §§8301-8305) and Trade Agreements Act of 1979 (TAA, 19 U.S.C. §§2501-2581). Although both BAA and TAA have provisions that affect trade, there is a critical difference between their respective requirements. Whereas BAA operates as a 'price preference' for U.S. products, TAA establishes a 'prohibition' on procuring products and services from non-designated foreign countries, unless one of TAA's exceptions applies."

Low-Yield, Submarine-Launched Nuclear Warhead: Overview of the Expert Debate [Updated September 9, 2020]
From the Document: "The Trump Administration has developed a new low-yield version of the W-76 warhead for existing submarine-launched Trident II (D-5) missiles. Unclassified sources state that the current W76-1 warhead has an explosive yield of around 100 kilotons. The National Nuclear Security Administration (NNSA) has said the low-yield version, the W76-2, would be configured 'for primary-only detonation.' This could mean a yield of less than 10 kilotons. Congress appropriated $65 million for the W76-2 warhead in FY2019 and $10 million to complete work in FY2020. NNSA completed the first modified warhead in February 2019 and began delivering warheads to the Navy by late 2019. The Pentagon announced that the Navy had begun to deploy the warheads on February 4, 2020. Congress authorized $19.6 million in the FY2020 NDAA (P.L. 116- 92) for the Navy to begin integrating the warhead into the submarine force. NNSA has not disclosed the total number of planned W76-2 warheads, although it is expected to be a very small portion of the W76 stockpile (estimated, in unclassified sources, to be around 1,300 total warheads)."

The retaliatory actions were taken and/or threatened to be taken in light of at least five sets of protected disclosures made by Mr. Murphy between March 2018 and August 2020. The protected disclosures that prompted the retaliatory personnel actions at issue primarily focused on the compilation of intelligence reports and threat assessments that conflicted with policy objectives set forth by the White House and senior Department of Homeland Security ('DHS') personnel. As set forth below, the identified protected communications were made through Mr. Murphy's chain of command, as well as to the DHS Office of Inspector General ('OIG'). Notably, Mr. Murphy made protected communications to his immediate supervisor and some of the very Responsible Management Officials ('RMOs') who ultimately took (or threatened to take) retaliatory action against Mr. Murphy. A thorough investigation will establish that the actions taken or threatened to be taken against Mr. Murphy were done in reprisal for his protected disclosures. Therefore, we respectfully request that DHS OIG promptly institute the required investigation."

But there is now a growing prevalence of racial segregation and, in certain regions of the country, re-segregation in public schools that undermines meaningful progress made toward racial integration in the decades following the 'Brown' decision, denying millions of students of color high-quality public education. [...] The purpose of H.R. 2639 is to provide federal support for school integration. The bill authorizes funding for communities to develop and implement evidence-based plans to tackle racial and socioeconomic segregation in public schools. Planning grants authorized by the bill will allow LEAs [local educational agencies] to study segregation in their schools, evaluate current policies to identify revisions necessary to achieve integration, and develop a robust family, student, and community engagement plan to carry out voluntary integration efforts. Implementation grants authorized by the bill provide resources to LEAs to implement an evidence-based integration plan and rigorously evaluate the effectiveness of the plan. Implementation grants may also be used to recruit, hire, and train teachers to improve diversity in the teaching profession, support activities in a district under a court-ordered desegregation plan, and fund other innovative activities designed to increase racial and socioeconomic diversity in schools, prioritizing funding for school districts that address racial isolation in their schools. H.R. 2639 also strengthens other federal efforts to promote integration, including providing dedicated research funding."

From the Document: "The Family Caregivers Program provides training, counseling, mental health services, respite care, and a monthly stipend to a veteran's caregiver. Veterans and their caregivers are eligible for the program if the veterans require assistance in activities of daily living (such as bathing, eating, or grooming) because of injuries incurred as a result of military service. S. 2216 would require the Department of Veterans Affairs (VA) to temporarily extend the program's benefits to veterans who become ineligible because they no longer require a caregiver. The duration of that extension would be determined by the department. The bill also would require VA to record the names of caregivers in veterans' health care records and to notify both veterans and those caregivers of medical determinations that affect eligibility for the program."
