  This report updates GAO's strategic plan for serving Congress from fiscal year 2002-2007. Although the overall framework of the old plan is still valid, greater emphasis is being placed in a number of areas to reflect the altered agenda of policymakers. Recognizing that Congress and the federal government will focus considerable effort and resources on homeland security, GAO is proposing to increasing its emphasis on overseeing the efficiency and effectiveness of effort across the public and private sectors to protect against and respond to various forms of terrorism. In light of the changing public expectations and needs as well as fiscal pressures, GAO has redefined one of its strategic goals to focus on transforming the federal government's role to meet the challenges of the 21st century--what it does and how it does business. Because of the far reaching demographic and fiscal trends that will affect the United States, GAO excepts to add greater long-range focus to its work to support Congress in addressing program priorities and budget decisions.

  This document establishes requirements regarding possession, use, and transfer of select agents and toxins in the United States. This includes requirements concerning the following: (1) registration; (2) security risk assessments; (3) safety plans; (4) security plans; (5) emergency response plans; (6) training; (7) transfers; (8) record keeping; (9) inspections; and (10) notifications. It covers the delegations of authority to the Office of Inspector General regarding civil money penalties. The regulations only list the agencies with primary authority over transportation and exports: the Department of Commerce, for example, has primary responsibility for regulating the exportation of microorganisms and toxins at 15 CFR, the Department of Transportation has primary responsibility for regulating the transportation of such select agents and toxins as 49 CFR parts 171 through 180, and the FDA regulates unapproved products used in clinical trials. • Guidelines for Mass Casualty Decontamination During a Terrorist Chemical Agent Incident

  The Mass Casualty Decontamination Research Team (MCDRT) collectively addressed the issue of how to effectively decontaminate large numbers of people. Emphasis was placed on decontamination methods that could be performed with equipment and expertise readily available to most responder jurisdictions. The general principles identified to guide emergency responder policies, procedures, and actions after a chemical agent incident were: Expect at least a 5:1 ratio of unaffected to affected casualties; Decontaminate victims as soon as possible; Disrobing is decontamination; head to toe, more removal is better; Water flushing generally is the best mass decontamination method; After a known exposure to liquid chemical agent, emergency responders should be decontaminated as soon as possible to avoid serious effects.

• Community Emergency Response Team Participant Handbook

  The Community Emergency Response Team (CERT) concept was developed and implemented by the City of Los Angeles Fire Department (LAFD) in 1985. The training program LAFD initiated proved to be so beneficial that the Federal Emergency Management Agency (FEMA) felt the concept and the program should be made available to communities nationwide. The Emergency Management Institute (EMI) and LAFD have expanded the CERT materials to make them applicable to all hazards. The goal of training is to prepare people to help people. Training covers basic skills that will be important if emergency services are unavailable.

  This is the first of a three volume set on Managing Hazardous Materials Incidents. It is divided into three sections - 1. Systems Approach to Planning, 2. Emergency Medical Services Response to Hazardous Materials Incidents, and 3. Response and Patient Management. The presence of hazardous materials or toxic chemicals at an incident location or other emergency situation adds a new dimension of risk to those handling and treating casualties. The fundamental difference between a hazardous materials incident and other emergencies is the potential for acute risk from contamination to both patient and responder. This volume, written for emergency response personnel, is designed to familiarize readers with the terminology, concepts, and key operational considerations that affect the proper management of incidents of chemical contamination. It is designed not only to present uniform guidance for the emergency care of chemically contaminated patients, but also to provide basic information necessary to comprehensive planning and implementation of EMS strategies. It is intended to illustrate the characteristics of hazardous materials (hazmat) incidents that compel emergency response personnel to modify their preparations and response procedures. Not all hospitals and community emergency response systems are prepared to respond to a hazardous chemical incident to the same degree. This document may be used to assess the capabilities of EMS with respect to potential community hazards and to develop response plans using national and community-specific resources. Employee safety and training are also key factors in effective management of medical emergencies. This document is intended to provide source material for developing local training and safety protocols.

  This study examines the potential for the United States to privatize and commercialize selected aspects of the space industry to ensure continued U.S. global dominance of space in an increasingly competitive international marketplace. With well-defined and culturally appropriate visions and plans, other nations have successfully leveraged government and industry partnerships to forge world-class firms and satisfy their national interests. The United States should do the same. This report examines four sectors of the U.S. space industry--launch, satellites, satellite operations, and applications--and selectively compares them with the space industries in India and Japan. We conclude that the United States could greatly improve its international competitiveness, as well as reduce government space expenditures, by transferring selected segments of the government space industry to the commercial sector.

To regain even a small percentage of that market, U.S. shipbuilding firms must learn to build ships competitively by streamlining their management structures, employing new rnanufaeturing processes, and revitalizing their labor force.

The U.S. national security strategy is built upon the ability to back up diplomacy with the full spectrum of military action an~'here in the world. Without a viable land combat force, the United States cannot implement that strategy. Changing world scenarios over the past several years have allowed U.S. leaders to shift budgetary resources away from defense procurement. The result is a significantly smaller LCS industrial base that is looking to a cooperative partnership with the government and a vision crat~ed by the government for its survival.

  The munitions industrial base is in the process of adjusting to changes in the strategic environment. Reductions in munitions procurement are threatening the United States's ability to meet national security objectives. The reduced demand for munitions worldwide cannot maintain the current industrial base. The U.S. industrial base continues to shrink as a result of low production requirements. An increase in global competition is eroding the U.S. competitive advantage. Global partnerships and cooperative arrangements will become the mainstay of industrial survival strategies. New relationships between government and industry must emerge to allow for new cooperation and partnership agreements. The current stockpile of "preferred" precision-guided munitions (PGM) may not support a strategy based on two major regional contingencies (MRC) in the near term. No major government intervention is required at this time to bolster the U.S. munitions industry.

  The state of the U.S. electronics industry in 1996 shows significant optimism in contrast with the 1980s and early 1990s, when concern over the threat of unfair foreign competition, especially from Japan, alarmed the industry. There is a renewed confidence throughout many sectors of the industry. Computer sales in 1995 were strong compared with 1994. In the semiconductor sector, where competition from Japan was particularly felt, U.S. companies have surged back at the cost of their Japanese and European competition. The consumer electronics sector is showing a very, healthy rate of growth. The U.S. continues to dominate the global software industry. The U.S. defense sector is an ever smaller portion of output. Consolidation leaves the firms remaining in the defense sector in a strong position, but concerns exist over national security implications of sole source suppliers and diminishing sources for dated equipment.

  The outlook in the Western Hemisphere is hopeful. A modern set of motivations and mechanisms has given a positive trajectory to foreign policies and security relations for most of the 1990s. A culture of democratization and free market economics has moved among a markedly diverse group of states and has moved them away from decades of political confrontation and mutual distrust toward security- and confidence-building and economic interdependence. Symbolizing the new momentum in regional affairs, regular presidential summits, defense ministerials, Organization of American States (OAS) general assemblies, and lower-level meetings have generated both political consensus and the energy to move forward. Latin American and Caribbean states have made headway toward twin goals of sustainable economic development linked with effective and enduring democratic governance. While no two countries are following the same path of economic and political reform, the recent growth is not accidental or transient, nor are the changes cyclical. The motivation for the transformations stems from far-reaching national and regional experiences and responds to the forces of the global environment. The way forward will require the United States to reengineer the structure of its traditional policy approach and adapt its mindset to get in sync with the changing hemispheric reality and move deeper into security relationships than surface-level associations that set forth declarations of principle rather than action items. To begin, a clear, actionable statement of U.S. foreign policy purposes in the hemisphere is needed.
