From the Executive Summary: "Well before Covid-19 [coronavirus disease 2019] hit the UK, food banks in the Trussell Trust network had been seeing year-on-year increases in levels of need, with 1.9 million emergency food parcels given out in 2019/20. Previous research has found that the overwhelming majority of people using food banks in the Trussell Trust network are destitute and, even before the pandemic, the number of people struggling to make ends meet was increasing. This crisis has landed after years of stagnant wages and frozen, capped working age benefits - leaving those on the lowest incomes vulnerable to income shocks."

From the Document: "Freedom of speech is arguably the most valued right granted in the American constitution, but how should it be limited in speech that potentially affects the health of communities and individuals? This controversy has recently hit the world of social media in regard to the growing number of 'anti-vax' [anti-vaccine] groups, or communities of parents concerned about the supposed dangers of vaccinating their children. As the online presence of anti-vaccine messages continues to increase--and potentially threatens the health of children and communities--the calls for limiting the reach of such messages have grown louder. Should communication asserting messages that seem to be wrong, unhelpful, or potentially harmful be censored or 'deplatformed' by private social media companies?"

Congressional Oversight Provisions in P.L. 116-127, the Families First Coronavirus Response Act [March 24, 2020]
From the Document: "President Donald Trump signed P.L. 116-127 (H.R. 6201), the Families First Coronavirus Response Act, on March 18, 2020. The act provides supplemental appropriations for nutrition assistance programs and public health services and authorizes the Internal Revenue Service to implement tax credits for paid emergency sick leave and expanded family medical leave that the act requires certain employers to provide. In addition, the law adjusts the unemployment insurance program to waive temporarily certain eligibility requirements and provide more federal financial support to the states."

While the Department's mission is straightforward, 'Protect the Congress - its Members, employees, visitors, and facilities - so it can fulfill its constitutional and legislative responsibilities in a safe, secure, and open environment,' the environment in which the USCP operates is dynamic and complex. [...] There are three essential aspects to ensuring the Department's ability to respond successfully, regardless of the challenges and complexities of the situations being addressed. "This publication presents an enterprise continuous monitoring technical reference architecture that extends the framework provided by the DHS Federal Network Security CAESARS [Continuous Asset Evaluation, Situational Awareness, and Risk Scoring] architecture. This extension enables added functionality, defines each subsystem in more detail, and further leverages security automation standards. It also extends CAESARS to allow for large implementations that need a multi-tier architecture. The goal of this document is to facilitate enterprise continuous monitoring by presenting a reference architecture that enables organizations to aggregate collected data from across a diverse set of security tools, analyze that data, perform scoring, enable user queries, and provide overall situational awareness. The architecture design is focused on enabling organizations to realize this capability by leveraging their existing security tools and thus avoiding complicated and resource intensive custom tool integration efforts."

From the Document: "The current COVID-19 [coronavirus disease 2019] pandemic represents a great social and economic disruption to all human beings, affecting disproportionally women and girls due to widespread pre-existing discrimination and inequalities. Every crisis creates inequalities and aggravates older ones, such as the inequalities existing against women and girls. It is necessary for states to step up their efforts and increase the measures to protect women and girls victims of violence. [...] The present guidelines are to support the national government and service providers in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia and Turkey to better respond to the needs of women and their children, girls' victims of violence to the effects of the lockdown measures in light of the outbreak of the COVID-19 virus. These guidelines are to be applicable also after the lockdown measures are lifted."

Further Support for Restaurants and Restaurant Workers is Needed
From the Document: "The COVID [coronavirus disease 2019] outbreak caused the fastest and one of the deepest economic collapses in modern U.S. history, but the pain has not been spread equally across the economy. The restaurant industry and its workers have been hit especially hard with 2.5 million jobs lost since February-- one in four of the 10 million jobs lost in the overall economy. If the economy as a whole had suffered the same level of job losses as the restaurant industry, that would translate into 30 million jobs lost instead of the 10 million it has lost since February. More than 110,000 restaurants--about one in six--have closed permanently or long term. The situation threatens to worsen as new U.S. COVID cases exceed 1.5 million each week. [...] Restaurants are especially vulnerable because they are more likely to be small businesses. Small businesses typically lack the cash reserves and access to credit that larger businesses have, which makes going over a year with only a fraction of normal revenue untenable for many. The collapse in restaurant employment disproportionately affects women and Latinos while immigrant restaurant owners are especially vulnerable. Many small, independently owned restaurants will not survive without further relief. Americans will eventually begin to eat out again, but the question is whether the restaurants they eat in will be owned by large chains or small-business owners. Additional support for independent restaurant owners and workers is necessary."

2020 Menino Survey of Mayors: COVID-19 Recovery and the Future of Cities
From the Introduction: "In March of 2020, COVID-19 [coronavirus disease 2019] upended life in American cities. It tragically claimed hundreds of thousands of lives. It devastated families, economies, jobs, and routines. [...] From the beginning, cities and mayors have had to deal with COVID-19's immediate consequences and its impact on their futures. They have had to make public health and economic decisions in an unprecedented public health and economic crisis. As part of the 2020 Menino Survey of Mayors, between June and August of 2020 we asked a nationally representative set of 130 mayors about the COVID-19 pandemic, their responses to it, and their expectations about its consequences. In this report, we outline mayors' a) responses to the global pandemic, b) perceptions of its impact, and c) expectations for the future of their cities. While COVID-19 is an ongoing health, economic, and social crisis, much of this report is forward looking. Many of the questions are about mayors' expectations for the future. Thus, given the centrality of COVID-19 and related issues to cities and mayors, much of this report can be read as a summary of mayors' views on priorities and challenges in the coming months and years as they consider urban life beyond the pandemic."
