From the document: "On May 12, 2000, the Unified Sewerage Agency of Washington County, Oregon (USA), signed a Partnership Agreement with FEMA under the Cooperating Technical Communities (CTC) initiative (now the Cooperating Technical Partners [CTP] initiative).
