"As has been previously indicated, the Office of the Immigration Judge retains jurisdiction over the original charging document and the underlying case when a case is administratively closed by an Immigration Judge. Therefore, pursuant to the provisions of 8 C.P.R. §§3.11 and 3.29, charging documents in cases which have been administratively closed must be refiled with the Office of the Immigration Judge that had administrative control over the Record of Proceeding at the time the case was administratively closed."
