From the Summary: "S. 2452 would establish a new cabinet department, the Department of National Homeland Security, to plan, coordinate, and integrate the government's activities relating to homeland security, including border security, the protection of critical infrastructure, and emergency preparedness. The legislation would combine several existing agencies to form the new department. S. 2452 also would establish a National Office for Combating Terrorism within the Executive Office of the President to coordinate threat assessments, to craft and oversee a National Strategy to Combat Terrorism, and to plan and coordinate the budget to combat terrorism. Finally, the legislation would authorize the appropriation of $200 million for fiscal year 2003 to develop technology to combat terrorism and $5 million annually over the 2003-2005 period for emergency preparedness pilot programs."
