"To permit issuance of an Employment Authorization Document (EAD), Form I-766, with an advance parole endorsement. [...] This Policy Memorandum (PM) applies to every USCIS [U.S. Citizenship and Immigration Services] officer who, on or after December 21, 2010, adjudicates an Application for Employment Authorization (Form I-765) and an application for advance parole (filed on an Application for Travel Document, Form I-131, option 2d) submitted concurrently with or after the filing of an Application to Register Permanent This PM [Policy Memorandum] rescinds and supersedes any previously published policy guidance issued by USCIS and Residence or Adjust Status (Form I-485). guidance conflicts with the guidance in this PM. Authority the legacy Immigration and Naturalization Service (INS) concerning the issuance of employment authorization and advance parole documents, to the extent that such previously published Sections 103, 212(d)5, 245, 249 and 274A of the Immigration and Nationality Act of 1952, as amended (INA); the Cuban Adjustment Act; Section 13 of the Act of September 11, 1957; 8 CFR [Code of Federal Regulations] 100.2(a), 103, 212.5, 245, 249, 274a.12(c)(9), 274a.12(c)(16) and 299."
