Public transportation has been and will continue to be an essential frontline service, particularly during the COVID-19 [coronavirus disease 2019] pandemic, and continues to provide a vital lifeline to communities nationwide. 2. The overwhelming majority of agencies (83 percent) are using their CARES [Coronavirus Aid, Relief, and Economic Security] Act funds to maintain their workforce and avoid layoffs. 3.
