From the Purpose and Summary: "H.R. 729, the 'Strength in Diversity Act of 2021,' introduced by Chairman Bobby Scott and Congressman Mondaire Jones, if passed, would authorize the first new investment in school integration since the federal government began providing funding for magnet schools for the purposes of school desegregation in the 'Emergency School Aid Act of 1972.' This legislation supports local educational agencies (LEAs) in realizing the promise of 'Brown v. Board of Education,' that separate is inherently unequal and that educational opportunity is a 'right which must be made available to all on equal terms.' The bill is consistent with U.S. Supreme Court precedent which holds that public schools may use race-conscious measures to ensure equal educational opportunity."
