From the Executive Summary: "On April 28, 2015, a full-scale plume exercise was conducted in the 10-mile plume exposure pathway, emergency planning zone (EPZ) around the Robert E. Ginna Nuclear Power Station by the Federal Emergency Management Agency (FEMA), Region II. The purpose of the exercise and the and the out-of-sequence demonstrations was to assess the level of State and local preparedness in responding to a radiological emergency. [...] No Deficiencies were identified as a result of this exercise. There was one new Level 2 and one Planning issue identified. The level 2 and planning issue were corrected. There were four prior planning issues from the previous exercise that were corrected."
