From the Executive Summary: "On May 5, 2009, a full-scale plume exercise was conducted in the 10-mile plume exposure pathway, emergency planning zone (EPZ) around the Robert E. Ginna Nuclear Power Station by the Federal Emergency Management Agency (FEMA), Region II. The purpose of the exercise and the out-of-sequence demonstrations was to assess the level of State and local preparedness in responding to a radiological emergency. The exercise and out-of-sequence demonstrations were held in accordance with FEMA's policies and guidance concerning the exercise of State and local radiological emergency response plans (RERP) and procedures. The most recent prior full-scale exercise at this site was conducted on May 22, 2007. The qualifying emergency preparedness exercise was conducted on January 21, 1982."
