From the Executive Summary: "On March 4, 2003 an exercise was conducted in the 10-mile Plume Exposure Pathway, emergency planning zone (EPZ) around the Robert E. Ginna Nuclear Power Station by the State and local governments and evaluated by the Federal Emergency Management Agency (FEMA) Region 11. The purpose of the exercise was to assess the level of State and local preparedness in responding to a radiological emergency. [...] There were no Deficiencies and six Areas Requiring Corrective Action (ARCA) identified as a result of this exercise."
