From the Executive Summary: "On November 17, 2010, a Radiological Emergency Preparedness (REP) Partial Participation Plume Exposure Pathway Exercise evaluation was conducted by the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) for the 10-mile Emergency Planning Zone (EPZ) around the Quad Cities Station (QCS). The purpose of the exercise was to assess the capabilities of the State and local preparedness in responding to a radiological emergency. This exercise was held in accordance with DHS/FEMA's policies and guidance concerning the exercise of State and local Radiological Emergency Response Plans (RERPs) and procedures. [...] This Final After Action Report (AAR) contains the evaluation of the biennial exercise[.]"
