ICE Needs to Improve Its Oversight of Segregation Use in Detention Facilities   [open pdf - 3MB]

From the DHS OIG (Office of Inspector General) Highlights: "Congress and the public have expressed concerns regarding prolonged or excessive use of segregation at ICE [Immigration and Customs Enforcement] detention facilities. Additionally, academic research has found segregation can have negative psychological effects, particularly for those with preexisting mental illnesses and those with an established risk for suicide. We conducted this audit to determine whether ICE's use of administrative and disciplinary segregation across all authorized detention facilities complies with ICE detention standards. [...] We made three recommendations to improve ICE's oversight and reporting the use of segregation at detention facilities."
