From the Executive Summary: "On October 29, 2008, a biennial Radiological Emergency Preparedness Program (REPP) exercise was conducted in the plume exposure pathway emergency planning zone (EPZ) around the the [sic] Diablo Canyon Power Plant. The U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Region IX evaluated the exercise. The purpose was to assess the level of preparedness of state and local responders to react to a simulated radiological emergency at the Diablo Canyon Power Plant. [...] The local organizations, except where noted in this report, demonstrated knowledge of their emergency response plans and procedures and adequately implemented them. There were no Deficiencies and three Areas Requiring Corrective Action (ARCA) identified as a result of this exercise. Two ARCAs were corrected during the exercise, and one ARCA remains uncorrected."
