From the Executive Summary: "On September 21, 2004, the Federal Emergency Management Agency (FEMA), Region VII, evaluated an exercise in the plume exposure pathway emergency planning zone (EPZ) around the Cooper Nuclear Station. In addition, out-of-sequence drills were conducted on August 23-24, 2004. The purpose of the exercise and drills was to assess the level of State and local preparedness in responding to a radiological emergency. [...] This report contains the evaluation of the biennial Full-Scale Exercise conducted on September 21, 2004."
