From the Introduction: "This report focuses on the federal eligibility rules for F/RP [free and reduced-price] school meals. It does not address all policies that can facilitate changes in eligibility and participation in school meals, such as changes to the funding structure (e.g., block granting the programs), errors in eligibility determinations, or eligibility rules in intertwined programs such as the Supplemental Nutrition Assistance Program (SNAP). The eligibility rules discussed in the report pertain to all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. Certain Pacific Islands (the Northern Mariana Islands and American Samoa) receive block grants in lieu of normal child nutrition program funding and are not discussed."
