From the Introduction: "It is a pleasure to be here today to summarize the preliminary results of GAO's [General Accounting Office] study of the projected impacts of the Kennedy-Simpson bill in response to Senator Kennedy's request. We conducted an assessment of future trends in legal immigration over the next 10 years based on current law and the new bill. Our original assessment was of the previous bill, S.2104; since S.358 changes the effective date of the proposed legislation 1 year-- from fiscal year 1990 to 1991 --we revised our assessments of S.2104 accordingly to provide you with the most timely information that we can."
