From the Purpose and Summary: "H.R. 4727, the Department of Homeland Security Mentor-Protégé´ Program Act of 2019, amends the Homeland Security Act to codify a mentor-protégé´ program within the Department of Homeland Security (DHS). The program is designed to encourage large business prime contractor firms to provide mutually beneficial developmental assistance to small businesses, to improve the performance of contracts and subcontracts, and to strengthen subcontracting opportunities. The Act requires the Secretary to develop eligibility requirements, establish an application and approval process, and other aspects of the program to include the program's duration and benefits."
