Indiana's Management of State Homeland Security Program and Urban Areas Security Initiative Grants Awarded During Fiscal Years 2008-2010   [open pdf - 2MB]

From the Executive Summary: "The objectives of the audit were to determine if the State of Indiana distributed and spent State Homeland Security Program and Urban Areas Security Initiative grant funds effectively and efficiently and in compliance with applicable Federal laws and regulations. We also addressed the extent to which grant funds enhanced Indiana's ability to prevent, prepare for, protect against, and respond to natural disasters, acts of terrorism, and other manmade disasters. The audit included a review of approximately $57.3 million in State Homeland Security Program and Urban Areas Security Initiative grants awarded to Indiana during fiscal years 2008 through 2010. In most instances, the State of Indiana distributed and spent the awards in compliance with applicable laws and regulations. However, we identified several areas in which the Federal Emergency Management Agency (FEMA) and the State can improve management of State Homeland Security Program and the Urban Areas Security Initiative grants."
