H. Rept. 117-20, Part 1: National Origin-Based Antidiscrimination for Nonimmigrants Act, Report Together with Minority Views, to Accompany H.R. 1333, Including Cost Estimate of the Congressional Budget Office, April 16, 2021   [open pdf - 2MB]

From the Purpose and Summary: "H.R. 1333, the 'National Origin-Based Antidiscrimination for Nonimmigrants Act' or the 'NO BAN Act,' stops executive overreach by preventing the president from abusing his or her authority to restrict the entry of non-citizens into the United States. The bill does this in two ways. First, it amends section 212(f) of the Immigration and Nationality Act (INA) to place checks and balances on the president's authority to suspend or restrict the entry of aliens or classes of aliens into the United States, when it is determined that such entry would be 'detrimental to the interests of the United States.' Second, the bill expands the INA's nondiscrimination provision to prohibit discrimination on the basis of religion and further prohibits discrimination with respect to the issuance of nonimmigrant visas, entry and admission into the United States, or the approval or revocation of any immigration benefit."
