From the Document: "The Puerto Rico Electric Power Authority (PREPA) complied with Federal procurement requirements for its non-competitive procurement of the Whitefish Energy Holdings, LLC (Whitefish) contract. However, the contract costs may not have complied with Federal cost principles that costs must be reasonable to be eligible for Federal awards. The Whitefish contract costs may not be reasonable because PREPA incurred costs at much higher contract rates than the rates Whitefish originally proposed. This occurred because PREPA did not evaluate the reasonableness of the new and higher rates. As a result, some of the Whitefish contract costs may not be eligible for Public Assistance (PA) funds, and PREPA may be at risk of not receiving full reimbursement for Whitefish contract costs."
