From the Introduction: "Under the direction of the US Department of Homeland Security (DHS) Science and Technology Directorate (S&T) First Responders Group/Office for Interoperability and Compatibility, the Johns Hopkins University Applied Physics Laboratory (JHU/APL) was tasked with performing a series of technical experiments for testing and evaluating an enhanced integrated telecommunications architecture for use by public safety during events involving mass gatherings and events that are of national or international significance. Each of these technical experiments expanded on previous ones by including new technology architecture and a broader user community. This report describes the most recent technical experiment where this enhanced public safety communications architecture was used to support security operations during Super Bowl LI, which was a National Special Security Event (NSSE) that took place in Houston, Texas, in February 2017."
