From the Legislative Language: "This report was compiled in response to legislative language in the Joint Explanatory Statement accompanying the Fiscal Year (FY) 2017 Department of Homeland Security (DHS) Appropriations Act (P.L. 115-31). The Joint Explanatory Statement accompanying P.L. 115-31 states: Within 60 days of the date of enactment of this Act and quarterly thereafter, ICE [U.S. Immigration and Customs Enforcement] shall provide a report to the Committees on the number of detention requests issued and actual custody transfers to ICE by state and local law enforcement jurisdiction, criminal category, immigration status, gender, country of citizenship, and enforcement priority. In addition, the report shall detail the same information for criminal aliens released by non-participating jurisdictions, and should describe ICE's efforts to solicit the cooperation of such jurisdictions."
