From the Document: "Based on our recent and prior audits, inspections, evaluations, special reviews, and investigations, and the current coronavirus 19 (COVID-19) pandemic, we consider the most serious management and performance challenges facing DHS to be: [1] Performing Fully and Effectively during COVID-19; [2] Countering Terrorism and Homeland Security Threats; [3] Ensuring Proper Financial Management; [4] Ensuring Information Technology (IT) Supports Essential Mission Operations; [5] Improving FEMA's Contracts and Grants Management, Disaster Assistance, and Fraud Prevention; and [6] Strengthening Oversight and Management of Major Systems Acquisition. Meeting these challenges requires unity of effort, a commitment to mastering management fundamentals, and the identification and allocation of appropriate resources. As we have noted in previous Major Management and Performance Challenges reports, many of the Department's senior leadership positions still do not have permanent, Presidentially Appointed and Senate confirmed officials."
