[...] A targeted disinformation campaign, in the context of this paper, is more insidious than simply telling lies on the internet. One untrue meme or contrived story may be a single thread in a broader operation seeking to influence a target population through methods that violate democratic values, social norms and, in some jurisdictions, the law. [...] Targeted disinformation campaigns are not a new phenomenon and sophisticated ones follow a predictable progression. after establishing the objective, a threat actor follow distinct steps, discussed later in more detail: recon, build, seed, copy, amplify, and control to bring about an outcome."
