From the Executive Summary: "Facing the COVID-19 [coronavirus disease 2019] pandemic requires an unprecedented degree of cooperation between governments and citizens and across all facets of society to implement spatial distancing and other policy measures. Like some other pre-existing challenges humanity faces--such as the environmental crisis and enduring inequality--the pandemic requires that countries and subnational jurisdictions mount a coordinated response that brings social capital and citizen engagement to the fore. This paper proposes to think about handling the pandemic as a collective action problem that can be alleviated by policies that foster trust and social connection."
