From the Introduction: "America expresses itself through its elections. Citizens expect the same speed, security, and accuracy in voting as they expect in their communications. Even when we cast a paper ballot at a polling place, election officials rely on dozens of electronic data systems to bring the right ballots to each registered voter and to ensure they are accurately counted. Like other electronic systems, risk to election systems can be effectively managed, but vulnerabilities do exist. Election administrators should know that the cybersecurity research community can help ensure these systems are safe so that the choices of the voting public can be clearly heard.
