This is the Congressional Budget Office Cost Estimate as reported by the House Committee on Armed Services on July 9, 2020. From the Bill Summary: "H.R.6395 would authorize appropriations totaling $733.7 billion over the 2021-2025 period. Almost all of that amount, $732.4 billion, would be specifically authorized for 2021 for the military functions of the Department of Defense (DoD) and for the atomic energy defense activities of the Department of Energy. CBO [Congressional Budget Office] estimates that appropriation of all authorized amounts would result in outlays of $710.5 billion over the 2021-2025 period. In addition, CBO estimates that enacting H.R. 6395 would have an insignificant effect on direct spending and revenues over the 2021-2030 period."
