From the Document: "The State Department's Office of the Special Envoy to Monitor and Combat Anti-Semitism is headed by a Special Envoy who is appointed by the Secretary of State. S. 238 would elevate that position to the rank of ambassador and require that the Special Envoy be nominated by the President and confirmed by the Senate. The bill also would codify that the ambassador would be responsible for coordinating federal efforts to reduce anti-Semitism in foreign countries."
