From the Introduction: "In the aftermath of disasters, communities often face situations that require creative short-term and long-term housing solutions for populations with different geographic, infrastructure and socioeconomic challenges. Effectively moving survivors into post-disaster housing is a critical step toward long-term recovery. However, many jurisdictions do not have disaster housing plans, due in part to the perception that housing is solely the Federal Government's responsibility and a lack of full-time disaster housing staff. While some housing programs are federally resourced, they are state managed and locally executed. Planning for disaster housing should occur at all levels of government before a disaster strikes."
