From the Document: "Each year, Congress considers 12 distinct appropriations measures to fund federal programs and activities. One of these is the Department of State, Foreign Operations, and Related Programs (SFOPS) bill, which includes funding for U.S. diplomatic activities, cultural exchanges, development and security assistance, and participation in multilateral organizations, among other international activities. On February 10, 2020, the Trump Administration submitted to Congress its SFOPS budget proposal for FY2021, totaling $44.12 billion (including $158.90 million in mandatory State Department retirement funds). Consistent with Administration requests since FY2018, none of the requested SFOPS funds were designated as Overseas Contingency Operations (OCO) funds; nevertheless, Congress has enacted OCO funds for SFOPS each year during this period."
