Memorandum on Allocating Certain Scarce or Threatened Health and Medical Resources to Domestic Use   [open html - 0B]

From the Policy: "On March 25, 2020, the Secretary of Health and Human Services designated under section 102 of the Act 15 categories of health and medical resources as scarce materials or materials the supply of which would be threatened by accumulation in excess of the reasonable demands of business, personal, or home consumption, or for the purpose of resale at prices in excess of prevailing market prices ('scarce or threatened materials'). These designated items include certain PPE [personal protective equipment] materials. To ensure that these scarce or threatened PPE materials remain in the United States for use in responding to the spread of COVID-19 [coronavirus disease 2019], it is the policy of the United States to prevent domestic brokers, distributors, and other intermediaries from diverting such material overseas."
