From the Document: "The 'Post-Katrina Emergency Management Reform Act of 2006' requires FEMA to maximize the use of advance contracts to expedite the acquisition of supplies and services during emergencies. FEMA introduced advance contracts as a way to expedite the acquisition of supplies and services during emergencies. Our objective was to determine to what extent FEMA's planning for advance contracts in Puerto Rico addresses identified capability deficiencies and needs. [...] We made four recommendations to help FEMA improve its strategy for advance contracts, its process for identifying capability needs and gaps, and its contract file management practices."
