From the Document: "The Changes Since Last FIRM [Flood Insurance Rate Map] (CSLF) dataset identifies changes in the horizontal extent of the regulatory floodway, 1-percent-annual-chance floodplain, and 0.2-percent-annual-chance floodplain. CSLF is created by comparing the current effective flood zones with the new/revised flood zones. The CSLF dataset does not provide information about the vertical change in flood elevations."
