This is the Congressional Budget Office Cost Estimate as reported by the Senate Committee on Foreign Relations on December 17, 2019. From the Document: "S. 1189 would require the Department of State to determine whether the Russian Federation should be designated a state sponsor of terrorism and whether armed entities operating in Ukraine that are supported by Russia should be designated as foreign terrorist organizations. The bill would require the department to report those determinations to the Congress within 90 days of enactment. Designated countries are ineligible for U.S. assistance and certain exports, and designated entities face restrictions on financial and property interests and on travel to the United States."
