From the Document: "The Statutory Pay-As-You-Go Act of 2010 establishes budget-reporting and enforcement procedures for legislation affecting direct spending or revenues. The net changes in outlays that are subject to those procedures are shown here. Enacting the bill also would increase off-budget direct spending for Social Security by $6 million over the 2020-2029 period. H.R. 4018 would increase eligibility among some elderly offenders in federal custody for early release into home confinement. CBO [Congressional Budget Office] estimates that some of those offenders would become eligible for benefits under several federal entitlement programs, such as Medicaid, upon their release."
