From the Document: "On September 11, 2019, the United States and 11 other Western Hemisphere nations invoked the Inter-American Treaty of Reciprocal Assistance (Rio Treaty) to facilitate a regional response to the crisis in Venezuela. Foreign ministers from the countries that have ratified the treaty ('states parties') are to convene in the coming weeks to discuss a range of options that could include the suspension of diplomatic and consular relations, the imposition of economic sanctions, or the use of armed force. Congress may closely track the deliberations, given their potential implications for U.S. policy."
