Our purpose is to examine the scope and nature of this terrorism, understand the problems the government has in collecting relevant data about it, analyze what the FBI and the Department of Homeland Security are doing and should be doing to address it, and then to ask whether the administration is devoting attention and resources commensurate to the magnitude of the threat."
