From the Executive Summary: "In the process of gathering data for this report, the National Council on Disability (NCD) found that people with disabilities of all ages are institutionalized during and after disasters in assisted living facilities, rehabilitation centers, nursing homes, psychiatric institutions, and other long-term care facilities -- despite legal protections requiring that services are provided in the most integrated setting appropriate to the needs of the person. In almost every case, these disaster-impacted people were living in the community before disaster struck."
